The article considers the structure of an automated system of comparative expert assessment of the industrial safety level of a hazardous production facility. The procedure for determining the accident rates of gas and energy facilities of gas transmission subsidiaries, as well as indicators of the incidents aftereffects and the decision-making process, with an analysis of the resulting estimates, is described.

ASSESSMENT OF THE GUILT DEGREE OF THE PARTICIPANTS
IN THE INDUSTRIAL ACCIDENT AT THE GAS-FILLING STATION (p. 8)

The method of assessing the guilt degree of the fatal accident participants in the explosion of a fuel-air mixture at the gas filling station during repair work is considered. The method is based on the principle of shared participation of all persons established by the commission for the investigation of an industrial accident in violation of the requirements of regulatory documents in the field of occupational safety, industrial, fire and environmental safety. In order to reveal the causes of the industrial accident, the "STEP", "Task Analysis", "Fault Tree Analysis" and "Why?" methods were applied during the investigation. With the help of expert and score methods, scores for the main and related causes were established, the percentage degree of each participant guilt in the industrial accident was calculated. The developed method allows for clarity and transparency in the procedure for determining the degree of the insured (victim) fault as well as in the process of investigating accidents at work in general, thereby eliminating a gap in the Russian legislation. The method serves as an instrument for quantifying assessment of the impact of the human factor on accidents and injuries at production facilities, which increases the personal responsibility of each employee and motivation for safe work.

MONITORING OF MARKER RARE SPECIES OF VERBYANAYA SPIT LITTORAL ZONE

The monitoring studies were conducted by the assignment of LLC "Oil Company "Priazovneft" in Verbyanaya spit from Solovyevskoe to Kulikovskoe narrow strait. The state of rare species growing on the coastal territory of the Sea of Azov in the zone of influence of LLC “NK Priazovneft” has been studied. The following biotopes were investigated: littoral sandy-shell zone, dam, roadside and transitional territory to the flooded zone. The flora and vegetation of these biotopes have undergone significant transformations in recent years. A decrease in vitality, number and infestation of rare species by phytophages was revealed. The reasons for the deterioration of four types state are anthropogenic (recreation, laying of linear objects, man-made construction, unauthorized transport routes on a sandy beach, invasions of alien species, synanthropization of communities, direct destruction, trampling), for one type - natural climatic fluctuations of recent years.

NEW SORPTION MATERIAL FOR OIL AND PETROLEUM PRODUCTS
SPILLS RECOVERY FROM WATER BODIES SURFACES (p. 22)

A new magnetically-operated petroleum sorbent has been developed as a result of thermal treatment at the temperature of 450 ºС of a raw mixture, made up of kieselguhr sludge, generated in refined vegetable oil production technology, and of a ferromagnetic component – iron-ore concentrate, obtained at iron ore beneficiation, in the amount from 10 to 30%. It has been determined that magnetic properties of the resulting petroleum sorbents are preserved after thermal treatment, which is explained by partial oxidation of magnetite to maghemite (γ-Fe2O3), also having magnetic properties, at temperature 450°С. The main properties of the obtained magnetically-operated carbon-containing petroleum sorbents were studied – their oil capacity made up 3.05 g/g at magnetite content of 10 %. it has been demonstrated that the sorption materials with various magnetite content are characterized with hydrophobicity and oil-receptivity, which is explained by the presence of compound ethers or lacton, contained in vegetable waxes and wax-like substances of kieselguhr sludge, on the sorbents’ carbon surface. In their oil-saturated state the obtained petroleum sorbents are characterized with high floatability – staying on the water surface up to 120 hours, which provides sufficient time for oil spill response and gathering of oil-saturated sorption materials.

SORPTION-BIOLOGICAL TREATMENT OF OIL-POLLUTED COASTAL AREAS
IN THE EURO-ARCTIC REGION (p. 29)

The sorption-biological technology treatment for the restoration of the coastal territories of the Arctic seas after oil spills has been proposed. Granular activated carbon, thermally activated vermiculite and neutralized peat were used as sorbents. Sorbents are the centers of the highest concentration of microorganisms, they prevent the spread of hydrocarbons, improve the contaminated substrate state by optimizing the water-air regime. After being used, sorbents are not removed from the soil. On the basis of aboriginal microorganisms, an association was selected with an oil-oxidizing ability, consisting of bacteria (Pseudomonas fluorescens, Pseudomonas putida) and micromycetes (Penicillium janthinellum, Penicillium simplicissimum). The use of aboriginal hydrocarbon-oxidizing microorganisms, typical for most coastal substrates of the Euro-Arctic region, excludes the possibility of irreversible changes in the structure of the microbial community of coastal territories. As a result of laboratory studies carried out at a temperature of 10 °C, the content of hydrocarbons in the contaminated sand in three months decreased by 44...60 %, in the coastal soil – by 25...68 %. Biotechnology can be applied at the final stage of coastal clean-up, and also as the only clean-up method in the areas where the use of traditional methods can harm the environment.

PURIFICATION OF WATER ENVIRONMENTS FROM OIL AND PETROLEUM
PRODUCTS USING WASTES OF THE FELT INDUSTRY (p. 36)

The article investigates the possibility of using keratin-containing waste (knop) – short wool fibres, formed during buffing of felt making, for elimination of oil and its products spills from water surface. The use of knop is proposed as a filter material in a sorption slicking bars. It is shown that the use of sorption barrier allows limiting an oil spot size, concentrating and bringing it to sorption systems as well as protecting the shoreline from pollution. The scheme of using knop provides effective cleaning of water surface, followed by the sorption material regeneration, as well as includes the separation of the oil phase from the water, thermal neutralization of the spent sorbent.

The review of methods of utilization and liquidation of acid tar in the territory of the Russian Federation is carried out. Based on the analysis of existing and proposed technologies, a method for neutralizing acid tar with quicklime with subsequent reclamation of the territory was chosen. In the course of the work, methods were considered to increase the efficiency of this technology by replacing the neutralizer and adding a hardener. The proposed neutralizer – the fly ash of the thermal power plant – allows implementing the principle of mutual neutralization of waste, as well as improving the technical and economic indicators of the process. As part of the study, the most effective hardener was selected – the mineral sorbent "Carbosil". The addition of such a sorbent leads to an increase in the stability of the structure of the final product, which will allow it to be involved in the process of road construction. Recommendations for improving the technological scheme of the process of utilization of pond acid tar have been developed.

Production activities such as oil extraction, refining and transportation inevitably lead to the oil field landscape changes. The large areas withdrawal is required for the construction and the use of oil production facilities. These areas can have water resources. There are some environmental limitations associated with the development of oil fields with water protected zones. The author of the article analyzes the legal restrictions on the use of lands classified as a water protection zone and points out a number of shortcomings of the current environmental legislation.

The article presents an analytical review of changes in legislation in the field of land reclamation in connection with the entry into force from 01.04.2021 of the following state standards: GOST R 59070-2020 "Environmental protection. Reclamation of disturbed and oil-polluted lands. Terms and definitions"; GOST R 59057-2020 "Environmental protection. Land. General requirements for the reclamation of disturbed lands"; GOST R 59060-2020 "Environmental protection. Land. Classification of disturbed lands for reclamation purposes". The requirements of the current regulations, regulations and standards for land reclamation are analyzed. Additions to the current state standards are proposed.
