ECONOMIC PROFIT OF OIL PRODUCTS DISTRIBUTION

The article discusses the problem relating to the economic profit margin obtained from petroleum products distribution through a new filling station in an oil company. Results of the problem‘s consideration served the basis for the authors of the present article to make the conclusion that the economic profit margin is defined as the value of the reduced price in the dual problem of linear programming. If the investment project, the income of which is calculated on the basis of economic profit obtained after petroleum products distribution, meets NPV criteria (net present value), IRR (internal rate of return), PI (profitability index) and DPP (discounted payback period)), then it is possible to speak not only about positive economic profit of monetary funds use, but also about the fact that the decision took into account the best option of a company’s work "without a project".

Management accounting includes planning of budgeting, fixing the actual data in analytical and synthetic accounting in reporting, monitoring and analysis of budget execution and preparation of information for management decisions, accounting of responsibility, setting interrelations in costs behavior and cost-benefit analysis in terms of control and motivation. Active participation of the company’s senior management is the key factor of success as management accounting is introduced to meet the information needs of decision-makers, and, especially, for the company’s external management.

The authors of the present article examine the prospects and strategic benchmarks of development of oil and gas companies of the southern region, including the Chechen Republic, as well as analyze some specific features of development of energy-saving and energy-efficient technologies in the field of alternative energy in the region. The analysis of the activities of the leading oil and gas companies of South Russia that includes the range of products and markets outlets, geography of location, the level of competitive struggle is performed.

The oil and gas complex of the Southern Russia is represented by several dozens of companies engaged in prospecting, extraction and processing of hydrocarbons, production of equipment for the oil and gas industry, design of engineering industry facilities, provision of services to industrial enterprises of this branch of industry. The placement is spotty, Krasnodar region is the leader in the field of concentration of enterprises of oil and gas complex. In the republics of the North Caucasus Federal District the enterprises of the oil and gas industry are suffering decline, their production capacity is insignificant. The needs of the macro-region in petroleum, oil and lubricants are provided by refineries of the South of Russia as well as by imported fuel from other regions. The level of competition is rather low; there exists unsatisfied demand for qualitative fuel.

Ņhe present article contains some analysis of the economic nature of public private partnership as an instrument of private resources attraction for implementation of infrastructure projects of big social value. The difference between public private partnership and state outsourcing is described. The list of main specific features of public private partnership is given. An algorithm of selection of the optimal form of public-private partnership implementation, depending on a project’s specificity is proposed.

A STEP FOR INCREASING RUSSIA’S POSSIBILITIES (š. 28)

This article discusses the current problems in the development of oil and oil products export in Russia. The attention is focused on the problems referring to further increase of oil production and export potential of Russia. More than 30 major oil fields are located above the Arctic Circle. The author draws attention to Russia’s prospects right in this direction that will allow the increase of potential hydrocarbon reserves for 5 billion tons of fuel. Oil prices decrease in the autumn of 2014 is a temporary one and 2015 will bring a new rise in prices for "black gold". Global economic recovery will increase demand for energy and, as a consequence, stimulate demand for oil and petroleum products. Higher prices for petroleum products will again allow Russia to restore its lost reserves. But mistakes in economic strategy require learning and building a solid foundation for future generations.

In the competitive environment the basis of economy stable development is determined, first of all, by human resources.

Analysis of the personnel department activity of LLC "Gazprom Transgaz Stavropol" witnessed the fact that professional and personal competencies, confirmed by the results of polling, situational interviews, testing, etc., is taking the first place.

The current system of staff recruitment and selection includes criteria and methods of carrying out competitions to fill the vacancies, training of cadres..

The article makes use of the results of J. Lewis research based on a three-stage system of selection criteria that is built on the principle of compliance with the requirements a company’s strategy, structural-functional department and a workplace.

Effective ways to solve personnel problems is employees’ activity evaluation.

The authors of the present article think that analysis of the system of personnel recruitment and selection allows changing approaches to development of a corporate system of personnel selection and evaluation and will promote introduction of the system into companies’ practices, improve their competitiveness on the labor market.

The article proposes a system of indicators to assess the factors of organizational and technical level of oil and gas production. The quantitative estimation of these factors impact on oil production cost and efficient use of human resources is made on the basis of correlation-regression analysis. The proposed method of economic and mathematical modeling of oil production cost and labor productivity allows identifying the factors that possess the biggest reserves for the considered parameters optimization as well as purposefully developing effective management decisions to reduce oil production cost and to enhance efficiency of labor resources use.
