IMPLEMENTATION OF "GAS CONTRACT" WITH CHINA:

PROBLEMS AND POSSIBILITIES (đ. 4)

The article is devoted to a comprehensive review of the contract for the supply of Russian pipeline gas to China along the eastern route and construction of "Sila Sibiri" gas pipeline, which will become an important part of a unique project for the development of gas resources in the east of our country. Its mission is to ensure the natural gas delivery from the largest deposits of the region (Chayandinsky oil- and gas-condensate field in Yakutia and Kovyktinsky gas-condensate field in Irkutsk region) to the consumers in the Eastern Siberia, the Far East and for export to the countries of Asia-Pacific region.

"Sila Sibiri" is not only the main gas pipeline but also pipelines from the gas fields to it, construction of pumping and compressor stations and of deposits themselves, road building, communication lines, development of electricity infrastructure and gasification of the adjacent areas, training of qualified specialists from the local population.

Construction of the gas transmission system (GTS) and development of the related fields will not only be one of the most important instruments (or one of the means) used for formation of efficient gas industry in the eastern part of our country but will also serve the basis for creation of conditions for rapid socio-economic development of the region and improvement of living level of the local population.

Implementation of the projects like "Sila Sibiri" and gas contract with China creates the material basis for diversification of our gas export deliveries, being their basic objective.

The article briefly reviews the results of the author’s researches, presented by him in the book under the same name. Proceeding from academician V.I. Vernadsky’s theory "…we live in the noosphere and form it. What will the noosphere be like depends on a man, his human sense and practical activity inspired by the sense". The author of the article overviews in brief contemporary state of the world and Russian economies, presents documentary evidence about the trends in the world and Russian mineral-raw sector of economy, attracts attention of the specialists to the problems of strategic research of Russian mineral-raw assets as the basic element of economic development and, naturally, associates the further progress of the country economy with salvation of the vital political problems.

The information, outlined in the article, gives brief but complete enough answer to the raised problem of mineral-raw resources role in the world and Russian economies. Therewith, the article’s format ensures full completeness of the research, presented in the book "Mineral-raw resources in the world and Russian economies" (Moscow, VNIIgeosystem, 2014. 600 p).

The article analyzes provision the Krasnoyarsk territory by the liquefied and natural gas. The characteristic of the existing gas supply system in the region is presented. The prospects for the development of the gas industry of the region until 2030 on the basis of territorial planning schemes with account of the planned construction of the federal pipeline transportation facilities (Vankor–Purpe pipeline, Vankor–Yuzno-Russkoe gas pipeline, Pelyatka–Dudinka gas and gas-condensate pipelines, Proskokovo–Achinsk–Krasnoyarsk–Nizhnia Poima–Taishet gas pipeline) are emphasized. The economic characteristic of two gas centers (North-West and Pre-Angara), which are planned to be created in the Krasnoyarsk territory to make it more attractive for Russian and foreign investors are given. Two qualitatively different strategic scenarios (moderate and optimistic) of the Krasnoyarsk territory development depending on the gas industry orientation either gas production only or gas production and processing are analyzed. The region, which is the most advisable to start the gasification of the Krasnoyarsk territory is identified.

The article presents some comparative analysis of the operational efficiency of gas transportation infrastructures, namely, tanker and pipeline, in an increasingly competitive global gas markets. The key changes in the gas production-cost chain, caused by appearance and spreading of liquefied natural gas (LNG) are identified. The influence of specificity of network and tanker infrastructure assets on gas transportation efficiency is stressed. Reduction of unit cost of LNG transportation, flexibility of its supply conditions and adaptivity to modern mechanisms of trade allow supposing the fact that competitive advantages of this type of transportation as compared with pipeline transportation will increase. This fact shouldn’t be ignored while forming strategies of implementation of big investment projects in gas industry targeted to international markets.

The article studies risk factors in oil and gas industry. The current state of the companies, engaged in the oil and gas industry, does not allow full use of probabilistic methods of risk evaluation, which results in the application of expert risk evaluation methods based on comprehensive monitoring indicators. The oil and gas industry, as the system, is characterized by a number of specific features that make it different from other branches of material production. The main specific feature is the fact that these two major industries operate in a close relationship, for example, oil companies are interested in the gas market, because the majority of the fields are arranged in the way that makes it impossible to increase oil production without gas production growth. is selected Any of the methods of qualitative and quantitative risk assessment. Any of the methods, depending on the risk management objectives, the depth and accuracy evaluation, has certain advantages and disadvantages, so it is necessary to apply a method proceeding from its optimality and effectiveness.

Basic concepts of terms such as politics, economics, geopolitics, geo-economics, economic policy at the state, regional, sectoral and corporate levels are considered and specified on order to update the theory and develop the methodology of formation of modern economic policy in relation to different levels of regulation. It allowed analytical tracing of the hierarchy of "economic policy" concept and more exact wording of its essence with regard to the level of the state, region, branch of industry, corporation. The main goal of the analysis is preparation of some scientific typing of various versions of economic policy according to a single criterion (attribute): strategic target vector of primarily focused on one of the regulated entities. Economic policy typing forms the scientific basis for developing a methodology of its development in high risk conditions of crises of politics, economics and abnormal manifestations of nature.

The author of the present article substantiates the view, that high-tech development in combination with the energy factor are acquiring geopolitical significance, so innovations and legal framework of intellectual property protection should be considered as a strategically important resource. The new wave of innovations that appeared at the beginning of the XXIst century, first of all in the field of hydrocarbons production and information technologies, forms new markets and transforms the traditional ones. Rapid proliferation of technological innovations, thanks to globalization, is accompanied by the growing demand in the field of protection of intellectual property rights in case of cross-border trade and as well puts forward new, more strict requirements for updating legal mechanisms of commercial use of intellectual property.

The article highlights the problems associated with the development of renewable energy sources (RES) in the European Union (EU) countries.

The negative factors that can prevent development of the main types of energy renewable sources are analyzed. It is pointed out that the wide-scale use of wind turbines for electric power production can have a negative effect on living organisms, including people.

Economic potential limitation of wind energy development on the EU dry land due to the above-mentioned reasons indicated above as well as high level of the countries’ urban construction and population density is also mentioned. Possible negative aftereffects of the wide-scale solar energy development by the European Union, the most serious of which is the heating of the atmosphere above the solar power station, which may lead to changes in humidity, thermal balance, wind directions etc., are identified.

The author of the article also attracts attention to such problems as production of biological fuel with further transfer to its use, reduction of oil prices, which will not only make the development of solar and wind energy uneconomic but will be able to wipe out of the market those companies that have already invested into the alternative electric power generation in Europe, unless they receive new government subsidies.
