Formulations of the purposes of an enterprise development should have stimulating character both for the organization in the whole, which means achievement of production competitiveness, steady situation in a sales market, etc., and for each worker.

It is necessary to pay attention to the fact that the created purpose of an enterprise development should correspond to that level of hierarchy at which it will be implemented. Understanding of the purposes of development by the staff of an enterprise makes the plans’ implementation much easier and the clearness of formulations promotes higher social status of primary economic link in society.

ECONOMIC SECURITY WHILE CONTROLLING VAT

The article discusses the problems of economic security while controlling VAT (Value Added Tax), provided by customs and taxation bodies. The problems of cooperation between the customs and taxation bodies are substantiated by legislatively regulated procedure of VAT collecting and refunding and by introducing of a zero VAT rate when exporting goods. Different opinions and proposals of VAT taxpayers are discussed. However, an effective mechanism for monitoring of Value Added Tax has not yet been developed and, in practice, it often comes down to taxation bodies’ refusal to compensate the losses because of formal mistakes in the documents submitted by traders. Value Added Tax levied by the customs bodies is one of the type of customs payments and is paid not by a supplier of goods but by a customs body during customs clearance of goods. The article considers some objects subject to taxation, the order of VAT compensation, some specific features of using zero rate of the Value Added Tax when exporting goods. The scheme of compensation of value added tax in the Russian Federation is presented.

The deterioration of the economic situation in Russia caused by the sharp recession of the world prices for energy resources put forward a number of essentially new objectives, the most important of which is the most efficient use of labor potential of Russian organizations. The unstable economic situation in Russia started rendering negative effect on the organizations’ management efficiency. Financial difficulties of the majority of the Russian organizations are the reason for low effectiveness of the organizations’ management in general, essence of which is human resource management. Thus, deterioration of the economic situation, as a rule, causes decrease of attention to personnel development problems that finally leads to even bigger deterioration of the financial state due to labor productivity fall at all levels of organizations functioning.

In this regard there really appears the necessity to look for some new techniques and methods aimed at increasing the efficiency of personnel development and training. One of such techniques is labor potential audit which allows efficient solving the problem of personnel policy perfection, being the essential reserve of competitiveness increase of and the required factor of effective development of Russian organizations. The present situation makes practical use of labor potential audit very urgent.

Problems of assuring safety and quality of energy objects functioning at the modern stage of world development are discussed. This stage is characterized by complex phenomena such as technogenic civilization, globalization, changing of technologic mode. The main cause of all technogenic catastrophes is crisis of quality management system. Safety of people and environmental protection become the main goals of energy objects functioning. Risk management is widely applied to achieve these goals.

Different International standards specifying risk management requirements are given in the article. Special attention is paid to the new version of ISO 9001:2015. Different models and methods of risk management are described.

The article discusses the problem of management of modern methods and tools of lean production. The method of imple­ment­tation of lean production at a petroleum machinery-producing enterprise in the form of "Lean" and "Kanban" sys­tems is considered. The solution of the problem of the required location of production and auxiliary working areas, as well as of rational ar­rangement of workplaces is studied. This goal is achieved by using tools such as "flexible manufacturing", "stream", "Japanese module" – "cell production". Besides, im­provement of a supply chain due to latent losses reduction, namely, transportation, handling, delays, reserves excess and storage is analyzed. The arti­cle presents a stream map of cre­ating a precious thing in the shop before and after the improvements. The problem of intermediate warehouses elimination is solved by "Kanban" system application. The advantages and disadvantages of using the above-mentioned tools are analyzed.

The article is devoted to the problem of the complex development of the infrastructure framework of the West-Siberian macro-region in conditions of Russia’s globalization, coordi­nated formation of regional communications of electric power industry with development of basic transport infrastructure. When studying prospects of development of electric power industry of the macro-region, the tendencies of use of both traditional and renewable power sources are taken into account. Besides creation of new generating capacities in the Western Siberia, the attention is paid to the large-scale development of electric networks that will allow solving a number of strategic problems of the territory development due to realization of inter­system effects including strengthening of the electrical power network along the major existing and the perspective, being formed now, transportation corridors for increasing international and interregional transit capacity. The scheme of formation of the interconnected integrated system of transportation infrastruc­ture development, electric networks and electric power communications is submitted. Guarantee of energy resources export to the countries of the North-Eastern Asia is also an important direction of development of electric power industry in the macro-region.

PROBLEMS OF OBJECTS SELECTION FOR TESTING

OF INNOVATIVE TECHNOLOGIES AND RATIONAL MODE OF THEIR USE

The relevance of innovative technologies application in the oil and gas industry is considered in the article. Some pro­posals to improve core samples studying, namely, permeability and porosity characteristics of reservoirs, oil displacement fac­tors are given. Herewith, it is necessary to take into account flow non-linear parameters as well as the possible presence of the initial gradient of filtration. Some guidance documents don’t take this fact into account. Rocks permeability and porosity charac­teristics, obtained during core samples studying, allow using them in calculations carried out by applying modern simulation models at all stages of fields` development, including various methods of a formation stimulation.

The main stages of innovations preparation and testing are presented. The necessity of consistent application of various operations – from the simplest ones at the beginning while choosing the technologies, justifying them, selecting objects for innovations implementation up to the dissemination of effective technical solutions for the entire productive formation or multi-bed field. It is proposed to widely advertise effectiveness of the implemented innovations, their spreading in many other en­terprises of the Russian Federation, CIS countries and abroad.

HIERARCHIAL CLUSTERING OF WORLD COUNTRIES

The article presents hierarchical clustering of 50 countries at the oil market in 2012 by means of "SPSS Statistics 10" software application. The purpose of the analysis is identification of groups of countries-participants at the international oil market, recognition of the level of development of the internal and external oil markets of these countries as well as definition of the countries-leaders and the countries-outsiders by means of their association in clusters according to the following indicators: oil explored reserves, production, consumption, export and import.

The analysis was carried out as follows. A variable is as­signed to each feature, input data are enrolled into "SPSS Statis­tics 10.0" software. Then, using the functions of "data standardi­zation" and "hierarchical clustering", the dendrogram is ob­tained. In order to make any conclusions from the study it is necessary to choose the number of clusters. To do this, Ward method is applied. The work resulted in allocation of the coun­tries’ main clusters and their characteristics are presented.
