The article deals with the problem of economic evaluation effect of using an external oil service with account of a risk factor. Some method of assessing the risks associated with abusive or unprofessional conduct of an outsourcer is suggested. The criteria of the feasibility of using an external oil service and selection of the optimal oil service provider are formulated.

This article presents the characteristics of the materialtechnical base of the mining sector in the region. The high degree of importance of mining in the economy of the Tyumen region makes the need for change in the nature of reproduction of fixed assets and a significant increase in the rate of their renewal date. The role of investment in sustainable process of expanded reproduction, based on the use of qualitative growth factors. Intensify the modernization processes is necessity of socio-economic development of the region.

INSTITUTIONAL ENVIRONMENT OF OIL RENT APPROPRIATION IN RUSSIA: COMPOSITION OF INSTITUTIONS AND INSTITUTIONAL TRAPS (ð. 16)

The article is prepared within the framework of the research grant of Russian State Humanitarian Foundation “Retrospective, specificity and prediction of the economic institutions evolution in the resource-producing region (on the example the Khanty-Mansi autonomous territory – Yugra)”, agreement ¹15-12-86001/15 dated 24.04.2015. The relevance of the topic is determined by the changes of the global economic conditions, which led to oil prices fall and a corresponding reduction of the oil rent size. This brought the necessity for more careful study of the process of oil rent appropriation on the basis of the latest achievements of the economic science developed within the institutional and evolutionary economics. The article discusses the main stages and participants engaged in the process of the oil rent appropriation, it presents the developed scheme of economic agents interaction in the process of the oil rent appropriation as well as determines the composition of the institutional environment of the oil rent appropriation in Russia in the whole and in the Khanty-Mansi autonomous territory –Yugra in particular. Institutional traps in the institutional environment of the oil rent appropriation are identified, the ways to overcome them are proposed.

APPLICATION OF GEOSERVICES FOR THE COMPARATIVE RAPID ASSESSMENT OF OIL AND GAS PIPELINE ROUTES (ð. 21)

The article presents the results of research on comparative assessment of oil and gas pipelines routes using advanced visualization tools of geospatial information. Also represented The authors’ approach to rapid assessment of oil and gas pipelines routes, considering the geological conditions of construction when comparing technical and economic tasks is presented. A brief description of public geo-services possibilities for the tasks such as getting of the route relief profile, using of soil maps, including permafrost and seismic activity maps is given. The results of a comprehensive comparative express assessment of various transportation routes of Irkutsk gas to China are presented. Due to the large difference in the estimates of the cost of gas pipelines construction under closed objective data, the comparison is based on the relative indicators. The benefits of the southern route options – via the Republic of Buryatia, Transbaikal region and Mongolia are also shown.

THE METHOD OF ANALYSIS OF PARAMETERS AFFECTING THE QUALITY OF PETROLEUM EQUIPMENT USING CAUSE AND EFFECT RELATIONSHIP AND PARETO CHARTS (ð. 29)

The article discusses some model of quality parameters analysis of oil equipment. The objective is depicted in the form of the control chart of defect-free production. The paper pays special attention to the causes of defective products appearance at an enterprise. The main causes of defects are identified and studied. The classification of the parameters mismatch that can arise in case of non-compliance with the established requirements is discussed. The actions to be taken by enterprises in respect of non-conforming oil equipment are analyzed. The article includes a schematic representation of the parameters mismatch in the main industrial groups on the basis of which the cause-and-effect chart of the defective equipment is built. Next, Pareto chart is constructed, which can be used to evaluate the effectiveness of the measures taken to improve the product quality. The results of the actions discussed are summed up and recommendations on this model implementation by other companies are submitted.

The article studies the “human factor” category in the context of emergency situations. The authors discuss possible classifications of human factor risks; list the largest accidents with offshore drilling vessels and platforms, which happened, as a rule, due to wrong decision-making by the service personnel in emergency situations, analyze a particular accident at one of the large-scale gas-condensate fields of the Yamal Peninsula and present their critical view on the accident from the point of view of human factor risks which, in a certain degree, could affect an accident outcome, as well as offer practical recommendations on the reduction of human factor risks.

DIRECTIONS OF DEVELOPMENT OF OIL PRODUCING INDUSTRY IN THE CONTEXT OF ECONOMIC AND POLITICAL THREATS (ð. 38)

The negative economic and political factors that currently influence the activity of Russian oil companies are analyzed. The main production and economic indicators of industrial enterprises such as the amount and rate of oil production change, financial results and capitalization are discussed. Cause-and-effect relationships of influence of conditions indicators of industrial markets and sectoral sanctions on the oil producing industry are identified. It was found that the negative economic and political factors affect the activities of oil and gas companies in the long run. On the basis of the analysis performed and conclusions made, some priority directions of the enterprises development are proposed.

The present paper contains an analysis of risks of international oilfield service outsourcing. It is demonstrated that these risks exist on micro-economic, meso-economic and macro-economic levels. Consequences of these risks realization for regional economy are described. It is shown that appearance of these risks leads to negative geopolitical consequences.
