ANALYSIS OF THE PROSPECTS OF UNCONVENTIONAL OIL PRODUCTION (ð. 5)

With account of the undeniable importance of the oil segment for our country, it seems advisable to conduct timely analysis of the factors that can influence the changes in supply and demand balance in the medium term. The rapidly changing situation brings new challenges and opportunities that require an appropriate investigation. The purpose of this article is to examine the potential of unconventional oil production. In particular, it analyzes the dynamics of actual production and prospects, considers the reserves, prices of breakeven production, EROI and forecasts of the world's leading agencies in terms of production of different types of unconventional oil. The ultimate goal of the work is to identify the resource that can make the greatest contribution to the growth of global oil production, thus bringing adjustments in the global flows of liquid fuel.

The article characterizes the meaning and the essence of such relatively new field of human resources (HR) management as career control rapidly developing in conditions of requirements of the post-industrial information society. The factors that shape the understanding of the relevance of career management in modern conditions are characterized as well; some specific features of basic career strategies, inherent in the US and Japan, are also mentioned; the current situation of career management in Russia is determined.

The article is devoted to the problem of integrated development of infrastructural framework of the Western Siberian macro-region in the context of Russia globalization. This region belongs to the regions with a high concentration of fuel-energy, mineral-raw and other natural resources. The region is located at the intersection of railway lines of international importance, the large Siberian rivers in the vicinity of the industrialized Urals. Special attention is required by the coordinated formation of electric power regional communications to support the development of transport infrastructure. This article gives an analysis of the production characteristics of the macro-region energy system, discusses the development directions of the traditional electric power industry. As the electric power in the Western Siberia is developed based on gas and coal resources, the largest thermal power plants are located in Surgut, Urengoy and Kuznetsk coal basin. One of the vectors of macro-region power systems is elimination of the infrastructure limitations of economic development. A scheme of formation of some interconnected integrated system of development of transport infrastructure and electric power communications is presented.

AN ALGORITHM OF REGULATION PROCEDURE FORMATION TO SOLVE NON-STANDARD PROBLEMS (ð. 39)

The present paper suggests an algorithm of a regulation procedure formation to be used for non-standard problems salvation. It is demonstrated that the regulation procedure implementation is one of possible tools for non-standard problems salvation, that’s why its use should be substantiated by means of specially developed methodical instruments It is shown that the procedure of regulation should include routine and non-standard components. Main stages of the algorithm are described. Main problems that can appear during the regulation implementation are analyzed. It is demonstrated that the implementation of this regulation procedure should be supported by some specially developed measures.

FINANCING OF THE COAL LIQUEFACTION PROJECT AT YUSHEN FIELD (ð. 47)

Coal liquefaction development is an important step towards the resolution of conflicts between oil supply and oil demand in the XXst century. Project of coal liquefaction of Yusheng field is the largest chemical base project, which is being implemented within the framework of the western regions development. Inductive method application allowed analyzing every factor that affects the development of the plan of financing the project of Yusheng deposit coal liquefaction, including specific features of the project, the state investment policy and financing policy, the situation of the project financing, affordable financing channels, methods of financing, etc. The conducted studies show that the most important factor affecting the development of the project’s financing plan is the choice of the financing method. Application of quantitative and qualitative methods of the analysis allowed determining four suitable methods for financing of the project: a loan lease financing, corporate financing, investors’ direct financing, ABS financing. To reveal the best method of financing, sorting, based on such characteristics as effectiveness, efficiency and disadvantages was made. Based on the analysis results and the evaluation of project financing methods, financing plans were studied and developed, which resulted in application of the principle of the least complex cost of the capital to optimize the financing plan of the project. This study is an innovative introduction and improvement of the traditional financial theory, which offered theoretical basis for financing of the project for coal liquefaction of Yusheng deposits as well as presents scientific-rational implementation plan for similar financing projects, applicable both in theory and in practice to improve efficiency.
