At present Russia's economy is based on hydrocarbons production and other natural resources such, as coal and peat.

Peat did not find a decent place in the federal targeted programs. Thus, the subject of legal regulation is almost absent, so federal laws projects are doomed to failure or content-poor.

The article discusses some aspects of the RF energy strategy updating for the period up to 2030, which currently pays some attention to peat.

The article presents a ratio analysis of secondary indicators of Russia's largest oil and gas companies, which allows conducting a qualitative study of economic and financial state indicators of vertically integrated oil and gas companies before the crisis of 2011–2013 and during the crisis of 2014 as well as tracing the industry state as a whole.

Small business in Russia and the regions found itself in difficult existence conditions associated with a lot of problems, which make small firms retreat into the shadow, act outside the law or lead to the ruin and bankruptcy. Currently, in most regions of Russia, including the Chechen Republic, the pace of small business development is reduced, which is a negative fact. While small business in the economy of the developed countries is a factor of development, it fails to be a locomotive in the domestic economy. One of the main reasons for the small business low efficiency in the Russian Federation is the weakness of the institutional relationship between the state, small business and the market – the main subjects of the institutional environment of small business. In terms of Russian realities in the above-said triad the major role, in contrast to other developed countries, is historically played by the state, formed the given environment. So, during many years the axiom of business activity "in its own name, at its own expense and risk" remained unrealized in practice.

It is obvious that the formation of a healthy competitive environment for small businesses is impossible without structural analysis and simplification of obstacles both direct and indirect, faced by entrepreneurs while small businesses creation or operation. For the Chechen Republic the problem is particularly relevant because small and medium business in the region is at the initial stage of its development.

Many Russian oil and gas enterprises implement the lean production tools in their activity. Despite the fact that world practice of lean production implementation totals to some decades while in the Russia Federation it makes nearly ten years, the domestic enterprises problems remain traditional. Having failed to implement lean production, many enterprises refused the practice of lean production use and started implementation of their own developments. The majority of enterprises use single lean production tools but the lean production implementation has no increasing prevalence. This article outlines the problems, experience and results of lean production implementation at AS "Novomet-Perm", describes the lean-culture allowing successful implementation of lean production tools, suggests some recommendations on solving the problems which can appear when implementing lean production at an enterprise.

Transition to innovative economy demands the fullest realization of labor potential in the domestic gas companies and their development. One of the most important conditions of steady functioning of the Russian branch organizations is the high efficiency of their activity assuming the rational use of all available resources, improvement of production organization and realization of competitiveness, management quality enhancement. The final results of a company production activity and its position in the market environment are mainly estimated by its financial indicators. The main attention is paid to the current period of observation while, the audit parameters of labor potential and the dynamics of basic indicators changes in the long period of time remain uncertain. Meanwhile, managing practice requires a reliable complex assessment of labor potential in gas industry enterprises.

The special importance is gained by diagnostics of labor potential use in conditions of sanctions policy for Russia. Improvement of labor potential use will contribute to production increase.

In these conditions the problem of audit and efficiency enhancement of labor potential use is seemed especially urgent for the Russian gas industry.

CHOOSING OF PREFERABLE PHENOMENOLOGICAL MODEL

Researches of the most common phenomenological models of the dynamics of oil and gas production – Hubbert, Cauchy, Gauss, Hammond-McKay lognormal distribution at some fields are carried out. Possibility of taking into account production dynamics asymmetry by means of logistic functions of Verhulst, Richards, Ramsey, and Gompertz with right asymmetry is shown. Some criteria of choosing the best analysis models (modeling and forecasting accuracy) of production are presented. Determined Portions of the best models applied for oil production analysis of 140 oil fields of JSC "NK "Rosneft", 90 oil fields and 90 gas fields in Texas are determined. It is shown that Cauchy trend model with Richards’ asymmetry function is the best one to be applied for analysis of production dynamics of some separate fields (micro-level of indicators aggregation). Agreement of the results, based on a great amount of data, obtained for geographically distant fields in Russia and the United States allows recommending the obtained results to analyze production of other oil and gas fields after the production peak.

The article studies the initial assumptions, problems and prospects of the natural gas common market formation of the Eurasian Economic Union (EAEU). It should start working by the beginning of 2025 and become an effective instrument ensuring the energy security of the Union states, competitiveness increase and the realization of their resources and technological potential. The first part of the article presents the conducted analysis of functional models of the natural gas markets in Belarus, Kazakhstan and Russia, which are the largest in the EAEU in terms of gas commodity circulation. Fundamentals, subject composition and institutional structure of the integrating markets are overviewed. Particular attention is paid to government regulators in the gas sector – their status and functional competence.

Results of the analysis suggest that the development of the Eurasian gas integration, despite its specificity, is in line with the universal principles and practices that are used to provide regional integration of the world natural gas markets.

The article discusses the general principals of economic assessment and taxation model of oil and gas investment projects in Kazakhstan. The characteristic feature of the presented method is its applicability for the fields that are to be put into operation and those that are already being developed. It is shown that the model ensures flexible distribution of financial flows due to some taxation maneuver based on application of sliding scales of payment of tax on natural resources production and excess profit tax. Currently important is the fact that the model is introduced into the software semantic knowledge-base applied to economically evaluate various options of oil and gas fields’ development, presented by OGRI RAS and that it is recommended as an alternative for the fields economic evaluation in Russia.
