The article presents the analysis of trends and development of mineral-resource base of the world and Russia, reveals the main problems arising in this area in recent decades and highlights the main issues to be brought to the attention of scientists and managers of Geological Survey. The primary focus is that reorganization should lead to higher level of scientific substantiation of the search and the development of principles of strategic subsoil assets research in the name of providing mineral resource security of the country.

The paper presents a comprehensive assessment of oil and gas taxes role (tax on mineral extraction and export customs duty) in the Russian economy in a part of formation profits of the federal budget. Stable trends in the dynamics and structure of collection of oil and gas tax revenues by types of hydrocarbons in the period of 2005–2015 are identified. Quantitative assessment of oil and gas taxes impact on the economic efficiency of hydrocarbon fields development in promising oil and gas regions in the east of the country is given on the basis of geological and economic modeling.

RATIONALE BUDGET EFFICIENCY OF INVESTMENTS

WITH STATE PARTICIPATION IN THE DEVELOPMENT

OF "DOWNSTREAM" SEGMENT (š. 22)

Decline of oil prices, change of foreign-policy situation, sectoral sanctions effect on Russian economy require development of oil processing and petro-chemistry to derive the most value added from the available hardly-recovered raw hydrocarbons, creations of workplaces on the territory of the country. Introduction of destructive and ennobling processes of oil processing, realization of projects of petrochemical productions requires large capital investments. Without participation of the state, attraction of the investments, needed for development of deep technological redistributions, integration of oil processing and petro-chemical industries is impossible, as these projects have a subzero commercial attractiveness but satisfactory indexes of socio-economic and budgetary efficiency.

The idea of the article lies in the grounding of the state participation of in the implementation of investment projects of the secondary oil processing, that is economically expedient. Budgetary efficiency of such projects’ implementation with orders’ placement only in home sub-contracting enterprises increases in conditions of complete import substitution. The budgetary effects of the state from participating in the "downstream" projects are supported by the 300 % growth of an oil company’s gross-revenue, by multiple increase of tax receivables and multiplicative effect action as a result of creation of high-payable workplaces in the involved sectors of the economy.

The article analyzes the federal, territorial and local programs to promote population employment as a form of implementation of the state employment policy at all levels of management. It is noted that a number of regions of the country have a sharp sectoral focus, which formed single-industry towns, and population employment was formed in compliance with this principal, thus, in its turn, increasing the disproportion of the country’s regions.

In particular, the Chechen Republic should increase the effective employment in the region under study due to the optimum combination of oil refining and oil producing industries with small and medium businesses. In turn, small business will allow reducing socio-economic tension in the country, creating new workplaces, developing creative orientation of employees in the business. The development of the industry will allow maintaining oil production in the region. Experience of foreign countries and Russia, in particular, testifies to the success of the program of development of small and medium-sized businesses in the oil producing industry.

The article proves the fact that, at the moment, large customers have no integrated tools to manage relationships with external operators. It is shown that involvement of foreign operators should be based on the following three criteria: the optimum combination of internal and external resources with account of the problem peculiarities, the optimal form of cooperation and involvement of the optimal operator (both by formal criteria and by criterion of proximity of a customer’s business-goals and an executor). An approach to the development of such tools is proposed.

One of the key factors of social and economic development of the Russian society is organization of corporate social and labor relations reflecting the system of economic relations in the labor sphere. The economy reformation led to cardinal changes of the essence of the corporate social and labor relations, in particular, growth of a number of the economic entities, using the labor of hired workers, caused a great number of forms of the relations organization.

Among these entities the special place belongs to the organizations of oil and gas industry, possessing, due to the developed historical traditions of functioning in different economic ways, some specific features of formation and realization of the corporate social and labor relations. But in recent years their development is characterized by negative tendencies formed by a set of the objective and subjective reasons, demanding carrying out of complex research to develop the directions of improvement of corporate social and labor relations.
