PROSPECTS OF DEVELOPMENT

OF "EASTERN SIBERIA–PACIFIC OCEAN" PIPELINE SYSTEM (p. 7)

The paper is based on the contents of the author’s report made at the II International Conference "Russia and China: towards new quality of bilateral relations" on May 31, 2016 in Moscow.

The article analyzes one of the central aspects of the current Russian-Chinese cooperation, namely, the prospects of expanding the "Eastern Siberia–Pacific Ocean" (ESPO) pipeline system, the length of which is approximately 4730 km. Two stages of the project construction are discussed. ESPO oil pipeline, being unique in its scope, will link the oil-bearing provinces of the Eastern Siberia with the Asia-Pacific Region (APR). Herewith, the project implementation is planned not at the expense of oil quantity re-orientation from the western direction but by oil production increase in the Eastern Siberia oilfields, thus providing new investment to the regions of the Far East and contributing to the economic development in the region.

THE STRUCTURE OF EXPORT OF RUSSIAN OIL PRODUCTS

TO THE EUROPEAN MARKET (p. 12)

The paper is based on the contents of the author’s report made at the meeting of the Expert Advisory Board of PSC "Transneft" on May 19, 2016.

The article analyzes the Russian production structure of oil products in as well as their export structure. Territorial distribution of oil refining in Russia is presented. Export deliveries of petroleum products by pipeline and by railway are discussed. In case of any administrative barriers or restrictions that can occur when oil products are delivered by PSC "Transneft" system, the oil products go to the Baltic countries or to those export areas which are not Russian ports. That’s why, it is important to create such economic conditions for Russian producers, so that their production, should, first of all, go to the Russian ports. The following new projects are now under consideration: the "North", the export volume of which through the port of Primorsk is now being increased, and the "South", intended for the development of the existing and the creation of new export routes, primarily, through the port of Novorossiysk.

The paper considers the formation of the export brands of Russian oil, their dependence on the oil quality as well as the scheme of export flows transportation to the east and west directions in compliance with "The Scheme of normal freight traffic", which standardizes the oil quality according to oil export directions.

The article presents the concept of the, information on fields cadastre and manifestations of mineral resources in the system of state cadastres of natural resources. The approaches to the formation of oil and gas fields’ passports since the beginning of the practice of fields’ cadastre development are considered. A number of common functions that are implemented while keeping natural resource cadastres are outlined. The standard-regulatory framework in view of conducting of mineral resources cadastre is analyzed. Formation of the basic approaches to the determination of the cadastral value of natural resources is discussed. Some specific methods for assessment under the profit approach are shown. There revealed two trends of using geological-economic evaluation of mineral resources of the deposits and subsoil areas. This article contains the analysis of the existing problems that can arise during cadastral estimation of hydrocarbon reserves. The prospects of cadastral accounting and perfection of the mechanism of conducting cadastral valuation of oil and gas fields as the most important form of registration of subsoil assets’ state and the most important mechanism in the control system of a state’s natural resources are mentioned as well.
