The article describes the actual problems of technological modernizations of oil and gas companies at the modern stage of their development. Today the modernization of Russian economy should cover not only the innovation development of enterprises, but also the so-called new industrialization. New industrialization of the fuel and energy complex includes the development of advanced production technology of hardly-recoverable hydrocarbon resources: heavy oil and gas from low-permeable rocks, shale oil and gas, methane hydrates, biofuels as well as new transportation and energy efficiency technologies. The main emphasis in the fuel-energy sector in the current situation is laid not so much on natural resources wealth as breakthrough technologies. The priority for the domestic market structure is the transition from fuel-raw model of the economy development to an innovative one. The article highlights the main aspects of the current state of technological innovations in the oil and gas companies; the directions of positive impact of innovation trends in the energy industry on the competitiveness of other industries are revealed. The authors analyze the innovation process dynamics of the leading Russian oil and gas companies; present the structure of the intellectual property rights of Russian vertically integrated oil companies by the type of activity; give examples of successful dissemination of innovations in the oil and gas industry to other branches of economic activity.

The results of innovative developments of domestic companies in the oil and gas industry show even today that in this area one can speak not only of potential intentions, but also about actual results from the promotion of R&D with a positive synergetic effect that will have a direct and indirect impact on the competitiveness growth in other manufacturing spheres.

CRITERIA FOR LAUNCHING IMPLEMENTATION OF OWN GENERATION PROJECTS

The article is devoted to methodological substantiation of the launching criteria of projects implementation of their own gas generation in the oil production industry. The aim of the research is to study the prerequisites for launching of the projects implementation of their own generation. The article deals with the prospects of distributed generation development in Russia, including those in the oil industry. Manufacturers of domestic gas-turbine and gas-piston plants as well as possibility of using both domestic and imported power plants for energy supply of Russian oil producing industry are considered. The possibility and the necessity of projects portfolio formation that will ensure energy supply in oil production industry on the basis of domestic power equipment in terms of import substitution in order to protect the interests of domestic power equipment construction is described. The variants of either the generation own construction or rent generation attraction or construction of an external electrical network of the Unified National Grid depending on gas resources and electric power demand during the life-time period of each oil field are considered. The application of the selection criterion of energy supply options by means of using the minimum of total discounted costs is substantiated.

Transition to the new Classification of oil and combustion gas reserves and resources required development of a methodology draft of economic feasibility of profitably-extracted hydrocarbon reserves. One of the methodology’s key points is the necessity to justify the standards of unit costs used when calculating technical-economic projects. The paper presents a system of economic indicators monitoring in fuel-energy complex as well as the algorithm of its creation and examples of problems that can be solved by means of using the promoted data base. Recommendations on the possibilities of using the proposed monitoring system of economic indicators are submitted.

CASH FLOW MANAGEMENT IN A COMPANY

The article provides a detailed analysis of the economic-legal reasons and factors which pay influence on the formation of the working capital deficit at the enterprises of small and medium businesses in Russia, resulting in cash gaps and reduction of their financial stability, as well as identified. The main components worsening financial-economic situation in business entities in the current economic-regulatory environment are identified as well. The author of the article discusses application of financial instruments for attraction of borrowed money to eliminate cash gaps and strengthen the economic-financial situation of a company. The criteria of financial instruments selection, the conditions, aftereffects and risks associated with the borrowing of funds are analyzed.

The article formulates well-founded conclusions about insufficiency of the legal framework in the Russian legislation that regulates interrelations in the field of procurement and procedure of settlements for the goods (works, services) delivered, being one of the main reasons for formation of the factors affecting the development of small and medium business and market relations in Russia.

Problems of investment projects attraction into the real sector of the economy at the modern stage of the RF economic development are analyzed in the paper. These problems have lately become top prior. To actually implement investment policy in the region it is, first of all, necessary to develop some practical mechanism of its implementation. Among the first steps that should be undertaken in the field of development of the system of investment projecting, implementation of investment programs is generalization of all investment proposals aimed at further economic development of the region with necessarily the most active attraction of business communities of the republic.

The article discusses modern specific features and problems of use of the concept "dehydrated, desalinated and stabilized oil" in law-enforcement practice, including the purposes of the extracted minerals taxation. Arguments about the need of the regulation acts development containing legal determinations and characteristics of the minerals extracted in Russia are presented. The solution of the existing problem is possible also by adoption of the Federal law "About Minerals of the Russian Federation".

Results of this research have been presented by the author within parliamentary hearings of the State Duma Committee on natural resources, environmental management and ecology (06.16.2016).

Mathematical models are developed and applied to solve the problems of storage and operation of the systems of storage and shipment of liquefied natural gas, associated with the creation of LNG production facilities in the harsh climatic conditions.

The results of computational experiments carried out on the basis of a mathematical model of the changes of LNG stock availability in storage tank farms are implemented and shown.

New mathematical modeling methods for decision-making on changing the production capacity of LNG complexes are proposed.

The article analyzes consumption of primary energy sources in the PRC internal market with account of some specific features of the national economy. Being the biggest importer of energy sources, China directly influences the medium- and long-term development of the world oil production. Studying of some special features of the internal demand on energy sources in PRC is a popular challenge both from practical and scientific point of view.

The paper considers the dynamics of hydrocarbons consumption both in absolute terms and in the context of the sectoral structure of consumption. It is noted that the of in China’s economic growth rate multiply increases the growth rate of fossil fuels consumption. This conclusion allows suggesting the rapid evolution of China's economic model.
