COMPLEX EVALUATION OF

For the last three years oil and gas complex of Russia has been working in conditions of sanctions and oil prices fall. In this situation monitoring of oil production and transportation effectiveness is of some special importance. The article presents evaluation of the resource effectiveness and production-economic activity among oil transporting companies in PJSC "Transneft" as well as the efficiency of oil main pipeline transportation in PJSC "Transneft". To provide a complex evaluation of production-economic activity of oil transportation companies, the method of calculation of a complex integral index based on a multivariant comparative analysis is proposed. This method allows to identify the most effectively working oil transportation companies of PJSC "Transneft".

Transformation of the resource-inertial model of oil and gas industry development into an innovation one is impossible without solving intra-industry and general problems common to the entire economic environment of the country. First of all, changes should concern monetary and credit policy and principles of the state management of the industry. Based on the analysis of the Norwegian oil and gas sector development, the article provides information on tools, which, adapted in Russia, will ensure sustainable growth in the chain of related industries.

RUSSIAN OIL AND GAS INDUSTRY IS AN INTRIGUE FOR INVESTORS (p. 14)

The article analyzes the investment attractiveness of Russian oil and gas industry in modern environment. Significant risks and development prospects are noted. The main intrigue for investors is how and when geopolitical problems will be solved, what the trend of the world oil price movement is, what the fate of anti-Russian sanctions will be? A noticeable risk factor is the prospects for the development of alternative energy. It is particularly active when winning the positions in European countries and this is our main foreign market. The most important factor of the investment attractiveness of the object is its profitability, favorable prospects for business development. The statistics given in this article testifies to the relatively high profitability of the industry in question in comparison with other branches of the Russian economy. And adaptation to the new reality forces the company to save, rely on its own resources and look for new partners. The article notes the activity of Russian oil and gas companies to expand sales markets, establish long-term relationships with consumers in Europe, Asia and other regions of the world. This problem is topical in connection with the growing deficit of investment funds in the context of tougher access of Russian companies to the world financial markets and reduction of their own financial base.

The article is devoted to the topical problems of the oil and gas industry of the Chechen Republic as an integral part of the unified fuel and energy complex of Russia. Based on the retrospective analysis, as well as the new data generalization, the priority tasks for reviving the industry are considered. The oil and gas industry in the Chechen Republic has experienced a difficult period of two military campaigns and is currently at a new stage of development. The oil and gas industry of the Chechen Republic faces such problems as reduction of the explored reserves of hydrocarbons, increase of wells water-flooding, reservoir pressure drop due to excessively high, forced production methods, and associated increase in operating costs, deterioration of the environmental situation, etc. These and other problems of the Republic modern oil and gas industry require technical and technological renewal of the industry. The revival of the industry requires a systematic approach related to the expansion of geological exploration, the restoration of oil and gas processing facilities as well as the increase in the environmental safety of production.

The article specifies, systematizes, classifies and groups the major factors influencing the labor input of works related to maintenance support and repair of the oil and gas industry equipment. The estimation of the degree of the revealed factors influence on the works labor input and their interrelations is made. It and Correlation-regression analysis of the internal factors and labor input of works is conducted, its results and conclusions about expediency of practical application are presented.

The article suggests a decision of the scientific problem related to the efficiency evaluation of labor protection management system with substantiation of instrumental, criterial and methodical aspects. The decision in question allows management of an oil and gas company to get a company goals considering economic appropriateness of the expenditures on labor protection management system to reduce the influence of professional risks on the workers’ health and improvement of their working conditions.

In view of the managerial aspect, a regional industrial complex is thought to be an object of management, thus implying the existence of an appropriate managerial object and management mechanism. The strategy of an industrial complex management of a region is understood as a specially targeted effect of economic entities in the industry on the object (industrial complex), which provides the object’s natural change of state in accordance with the purposes of its development. The system of strategic management of a region’s industrial complex in a competitive environment should include the subjects of management, the object of management, management effects and evaluation of the management effectiveness of a region’s industrial complex. To increase the economic efficiency and technological balance of oil production, processing and transportation, it is necessary to follow the options adopted in the article to provide the sustainable development of the oil and gas industry of the Chechen Republic being the most important conditions ensuring the country's economic security and long-term socio-economic development of the Republic.

The urgency of the problem stated in the article is caused by the fact that today the activities of the oil and gas complex enterprises have no unified approach to equipment recovery management. The purpose of the study is to develop a methodology that will provide justification of a management decision-making to modernize the system of PPR (plan-preventive repair) equipment of oil and gas enterprises. The methods of complex and system analysis have been applied, which make it possible to investigate this problem as a scientifically grounded process of the equipment restoration management. The proposed methodological justification will allow to optimize the process of selecting the management solution to restore the equipment and to reduce the cost of its maintenance. The materials of the article can be useful for scientists specializing in researching the processes of equipment restoration management of oil and gas complex enterprises.

The article is devoted to the problem of forming an effective mechanism of management of a company's sustainable development using the principles of corporate social responsibility. In the Russian Federation., the practice of integration of the key principles of corporate social responsibility into the system of companies’ corporate management is just beginning to evolve, what requires a theoretical and methodological justification of its further development. Despite the available research and development, the quality assessing methodology of companies’ sustainable development management, particularly the oil and gas industry, using indices of corporate social responsibility has not been adequately developed. Mean while, foreign experience of using the principles and indices of corporate social responsibility contributes to the growth of companies’ competitive advantages in view of the long-term sustainable development. To provide the sustainable long-term development of oil and gas companies and competitive advantages, it is necessary to use a systematic approach to the integration of corporate social responsibility indices for assessing the quality of management.

The article analyzes the structure of consumption of primary energy carriers in the People's Republic of China. The difference of the degree of economic growth influence on consumption of primary energy carriers during certain periods of economic development of the PRC is considered. To solve the tasks set, the characteristics of the interconnection between the economic growth and consumption of energy carriers within the periods from 1960-1990 and from 1990 to the present time are studied. The influence of changes of the national economy structure on the national oil and gas industry and consumption patterns, including in the inter-fuel competition, is analyzed.
