The article discusses the paradigm of the oil complex development of the Western Siberia resource regions. Some retrospective trends and current state of oil production in the Western Siberia are presented. The state of oil producing, oil processing and transportation infrastructure are studied. The prospects of the oil industry development of the Western Siberia in the long term are given. It is shown that conditions of significant transformation of the mineral resource complex of the Western Siberia regions require significant restructuring of the industry development paradigm in the long term (efficiency) of investment projects.

The concept of the system of projects’ strategic monitoring and control is presented in the article: Goals-Phases-Metrics+Strategies, where the method of Phases Earned Value Management is used as the measurement system for the project activity. Both the Goals-Phases-Metrics+Strategy and the Phases Earned Value Management model are based on the grouping of work packages on the enlarged phases tied to individual enlarged phases of the project. Such monitoring and control of the project are necessary to obtain data for the development and adoption of managerial decisions at the highest levels of a company's management. The main purpose of such project monitoring system is to provide the company's management with up-to-date information on the implementation of the main and auxiliary phases, such as the formation of the gas transportation infrastructure and the Gas Preparation Facility, the LNG (Liquefied Natural Gas) plant itself and the LNG shipping berth, feed gas contracts, placing orders for the long-term equipment, attracting project financing, obtaining permits documentation, LNG marketing and etc.

The article outlines the authors strategy of services development, rendered to the population. It is noted that the success of economic reforms very often depends on the growth and quality of the provided services, as the services consumption by the population has different effects on the economic growth.

The article suggests dividing the process of planning and development of the paid services market into two essential stages: the development of the market functioning strategy, i. e., strategic planning; determination of the tactics of the developed strategy implementation, i. e., tactical planning.

To remove the obstacles on the way of small business formation and development in the field of paid services, it is necessary to improve the state policy to support the following trends:

  organizational support of development and functioning of entrepreneurial activities in the paid services field, functioning of the state support system of small and medium-sized businesses, updating of the regulatory and legal framework;

  substantiation and development of an effective financial and credit mechanism to support small business;

  the taxation system perfection;

  development of information and communication support;

  strengthening and development of the system of training personnel for entrepreneurship.

The article is devoted to the development of a complex model of a price-dependent consumption of electric energy and natural gas by industrial enterprises. The article describes the relevance of the introduction in Russia of one of the modern and innovative mechanisms for improving energy efficiency – the management of demand for electricity consumption. Based on the described advantages of applying the economic mechanisms of demand management, the authors suggest the application of demand control methods when managing the costs of natural gas consumption. The article analyzes the demand parameters for the consumption of electric energy and natural gas, with the identification of common characteristics and influence factors. Based on the empirical analysis of the components of electricity and natural gas costs, economic feasibility of applying the technology of price-dependent management over electricity and natural gas consumption by industrial enterprises is proved. The authors developed a model of complex price-dependent management of costs on electricity and natural gas consumption. The materials provide an in-depth description of all stages of the model implementation, thus allowing its adaptation to different-type technical and organizational characteristics of industrial enterprises. Based on the results obtained in the article, the authors determine the stages of further theoretical and practical researches in the field of complex price-dependent control of power consumption.

The article defines social and ecological priorities of the region stable development.

The authors of the article note that the optimal strategy availability is the guarantor of crisis aftereffects elimination in the economy and social sphere of any region, achievement of not only partial or temporary stability in certain industries and sectors of the economy and their stable development. Raising the population living level and quality and creating conditions for economic growth is impossible without the targeted orientation and the use of the region's funds for social and environmental needs. Practical experience proves the fact that two kinds of internal and external factors significantly influence the choice of strategic objectives. The article defines the basic principles of the development of regional aspects transition to the stable development, including the solution of economic and environmental problems, with account of formation of an effective economic mechanism for nature management and environmental protection. This fact brings the necessity to study the conditions, factors, sources, instruments and institutions to improve the efficiency of solving social and environmental problems in the regional economy, the targeted use of the region's funds and development of qualitatively new approaches and techniques to ensure the implementation of social and environmental priorities of the regional social and economic development within the budgetary process.

PROCESS-ORIENTED CONTROL OVER OIL WELLS DRILLING (p. 35)

Oil companies and drilling contractors incur significant financial losses due to a high portion of unproductive time in the structure of wells’ total construction time. The existing methodological approaches to work efficiency enhancement and managerial decisions optimization are analyzed, the K. Ishikawa's diagram applied to analyze the root causes of the productive time losses is formed. An algorithm and a cost management methodology that allow to determine the most significant causes of downtime as well as to develop preventive measures based on successful organizational and technological solutions for a composite well sections are proposed; to manage the structure of the non-productive time (NPT) as a whole at the expense of a supervisor operative actions; to eliminate the NPT preconditions by a drilling contractor using the non-linear optimization technique in limited budget terms. Studies of the oil company’s 704 wells, drilled in 2015 and 2016 in the deposits with similar geological conditions and engineering-technological support are carried out: the share of NPT made 15,3 %, which is equivalent to 2058 days. The ABC analysis is made, NPT categories that have a major influence on the construction time increase are identified, the Lorenz curves and the Pareto diagram are derived, the AVM model is built. The methodology testing, proposed in 2017, confirmed its economic effectiveness when managing drilling of wells.

The article assesses the existing inefficient and long-term integration processes in oil and gas producing complexes of the Russian Federation and the Republic of Belarus. The key problems that hinder and hamper the creation of a single market of integration interests for both the two countries and its participants in the oil and gas producing sector are identified. It is shown that the achievement of positive and permanent trends in Russian and Belarusian oil and gas complexes lies in the radical restructuring of the Russian and Belarusian legislative provisions and changes of approaches to the formation of a single integration area within the framework of the union state in order to obtain advancing and progressive results based on the application of the new form and structure of the integration processes organization in the oil and gas producing sector of the economy.
