THE PROBLEM OF THE FOREIGN ENVIRONMENT FORMATION
FOR THE PERSPECTIVE DEVELOPMENT OF THE WORLD ENERGY
AND ITS OIL AND GAS INDUSTRY (p. 5)

The article is devoted to the study of the development of the world energy and energy supply in future. The results of the work of the annual international Future Consensus Forums, in which prominent politicians, representatives of scientific and business circles of the Republic of Korea, the USA, China, Japan, Russia and other countries take part, are discussed.

In the course of research, various projects of long-term development of world energy were developed and considered by joint efforts of Russian, Korean and foreign scientists and specialists. It was concluded that the entire global economy requires deep studying to develop infrastructure projects on broad economic and energy cooperation among various Eurasian actors Ė Russia, China, countries of the Central Asia, the Eastern and Western Europe.

Modern economic conditions make application of analytical research methods in the field of technical-economic evaluation of oil and gas fields more important. When compiling models to calculate economic indicators and to evaluate fields development options, the principal specific feature of fields belonging to two main groups is taken into account. These are new deposits, formations and objects with growing production and "old" ones being developed. In this regard, the article suggests an express- method to be applied for the new deposits evaluation, being subjected to the geological exploration, as well as a dynamic model for assessing technological schemes and projects of deposits development. Technological approaches to Salym deposits development, based on digital technologies, are considered. Based on the approaches to their development, a unified database of the depositsí specific economic indicators is presented, which is the ground for technical-economic calculations in an automated mode.

The article assesses the state and priorities of the regional economy development with account of the medium-term social-economic problems. It is noted that the Republic occupied one of the leading places in the North Caucasus in terms of volume, nomenclature and importance of the products, had a steady growth trend of all production capacities and its products were exported to dozens of foreign countries. In the context of globalization, the integration of Russia into the world economy, the creation of an innovative economy is the vector of our country modern development. Innovative economy is based on the accumulated human capital, which is the determining component of the new social-economic development of the society.

Taking into account the successful implementation of the promising trends of the Chechen Republic economic development as well as the program-targeted management of the region social-economic development on the basis of the regional resources generalization, the state financial support, market-oriented approaches to the production sphere development of the territorial-economic systems, the authors came to a possible efficient solution of a set of the Republic social and economic problems.

A COST MANAGEMENT MODEL OF INDUSTRIAL ENTERPRISES
TO BE APPLIED WHEN PURCHASING NATURAL GAS IN THE COMMODITIES

The article is devoted to the development of a cost management model to be applied when purchasing gas by the industrial enterprises that participate in gas purchasing under JSC "Saint-Petersburg International Mercantile Exchange". The article describes a gas purchase model under the Commodities and Raw Materials Exchange, discusses the pricing mechanism and the characteristic of gas cost components. In addition, the specific features of the formation of each gas cost component at the Exchange are revealed and the factors affecting the change of each component are determined. Statistical data on the economic effect magnitude of the gas purchase by a number of the regions in Russia at JSC "St. Petersburg International Mercantile Exchange" (SPIMEX) and peculiarities of its formation are presented. Based on the analysis conducted, the article presents the developed cost management model to be applied for natural gas purchase by industrial enterprises. The basis of the developed model is the principle of price-dependent control over gas consumption by industrial enterprises with account of gas supply price parameters of JSC "SPIMEX" and regional gas suppliers. The proposed model specific features are the complex management, namely, accounting of the cost of the purchased gas all components and the possibility of modeling different options of purchases, based on prediction of gas purchases parameters to optimize the graphs of gas consumption and to minimize its payment costs. The practical significance of the model lies in its possible use by any types of industrial enterprises engaged in the purchase of gas at JSC "SPIMEX", located in all regions of Russia.

All aspects of laboratory activity are of key importance when achieving accuracy, reliability and timeliness of the results of measurement, analysis, testing and studying in the quality management system (QMS). The QMS introduction and effective functioning allows the Testing Center to increase its operational efficiency, guaranteeing the customers the high quality of the conducted studies (tests) and measurements. The article presents information on the activities of the accredited Test Center, including information on personnel, organizational structure and technical equipment of the Test Centerís laboratories.

The information on the basic processes of QMS functioning of the Test Center, necessary for achievement of stable and repeatable activity results is presented.

The article presents the results of statistical studies of the workplaces dynamics in the industry of the Chechen Republic for the period of 1990Ė2016. It is noted that the industry of the region is still poorly developed, contributes little to the creation of working places. The dynamics of working places growth in the industry of the Chechen Republic over the last decade is available, but the absolute figures are insignificant. So, it can be concluded that there exist systemic obstacles in the Republic's industry development. And the main one, according to the authors opinion, is unfavorable investment climate in the Republic, which is confirmed by a low investment rating. It is known that an effective investment policy is designed to create a favorable investment climate not only for the region, but also for private investors. Without attracting investments, it is impossible to raise the production technical level and the domestic products competitiveness in the domestic and world markets. The leadership of the region is actively working to stimulate and support the investment activities.

UPDATING OF THE TAXATION SYSTEM

Some developments of scientific-methodical recommendations aimed to improve the stimulation mechanism for oil and gas production based on taxation changes with account of specific social-economic conditions in the Republic of Uzbekistan are presented. The economically justified necessity of change of the existing taxation system caused by current appearance of some problems in the oil and gas industry: the lack of subsoil users incentives to develop new deposits and to construct processing facilities, low level of competitiveness, lack of own technologies and productions is proved. Economic assessment of the effectiveness for subsoil users and the budget, which resulted in revealing the fact that the reduction of the tax burden on subsoil users will entail stimulation of oil and gas production, development of production and processing facilities and, in the whole, create a positive multiplier effect for the economy of the Republic of Uzbekistan.
