ANALYSIS OF THE METHODOLOGICAL APPROACHES TO THE EVALUATION
OF THE INTEGRATION TRANSACTIONS EFFICIENCY (p. 5)

The work provides a critical analysis of the methods that have been developed by the present moment as part of the retrospective assessment. A specified interpretation of the "efficiency" concept is given in the context of the results correspondence to the target integration objectives. The application of the existing methodological apparatus in view of the integration efficiency in the context of choosing the right goals, directions of actions and their achievement will allow to assess most objectively the effectiveness of mergers and acquisitions in conditions of transformation of the oil and gas industry with account of its priority in creating non-material and high-tech assets. The author revealed that the dominant method of assessing the effectiveness of mergers and acquisitions is the assessment of "cumulative abnormal return" (CAR) in the short term. It is proved that relative to the oil and gas industry of the developed countries, the average size of CAR indicator for the acquiring companies is characterized by negative values. This result positively characterizes the company that carried out the integration deal, but at the same time reduces its shareholders profit.

The paper analyzes the overall results of the Chechen Republic industry development during 2006–2016, defines the development strategy of the of regional enterprises and territorial entities, outlines the theoretical grounds of the territorial entities existence, describes the functioning of the Chechen Republic industrial enterprises, which mostly remain the state enterprises and have, as in the Soviet Union times, a subordinate belonging. The development of the industry in the Chechen Republic in the period of 2006–2016 years demonstrates the low efficiency of the existing economy of the state entrepreneurship. The indicators of financial and economic activity of industrial enterprises prove the fact that there occurred a large-scale de-industrialization of the Chechen Republic. It is impossible to build an effective industry without observing the basic requirements of the market economy and improving the investment climate in the republic in any possible way.

In this paper, the main properties of methane as one of the strongest greenhouse gases are analyzed. The methods of its formation, the degree of influence on the climate, the leakage into the atmosphere under the influence of natural sources, as well as from human activities, mainly related to the use of fossil fuels, are considered. Before the beginning of the industrial era, methane concentration in the atmosphere and natural methane emissions were in a safe range. Over the past 150–200 years, methane emission levels have increased by more than 2.5 times, which is mainly due to human use of fossil fuels, intensive farming and livestock, and a number of other types of economic activities. Wetlands are the main natural sources, whose contribution to atmospheric emissions of methane is higher than from fossil fuels.

The total methane emissions during gas production and transportation are quite significant, which is of great importance, especially when transporting natural gas over long distances.

The budgeting system have to support a high speed business processes and to provide corporate management system agility in modern market conditions. Traditional budgeting models, which was developed in XX centuries, already unable with the challenges of the modern economy. The budgeting model was created on the base of phase to phase planning system with the aim of reducing the occurrence of project risks associated with high uncertainty. The budgeting model aimed at supporting high speed production processes and allow to make the necessary changes without obstacles from budgets.

The relevance of a substantial component of article is based on expediency of further development of the rotational organization of work as Russian economy, uncontested at perspective scales, in the context of development of the Arctic and remote regions of the Pacific Rim. Despite the sufficient period of application of this method, disputes on his practical need proceed. At the same time arguments both pro and contra are given. It is remarkable, as at the level of the state economic policy there is no clear understanding of what has to be an optimum ratio of the manpower occupied with a shift method and those who live in places of conducting works. This problem with mass cases of emergence of the so-called "wild" watch unorganized as regarding observance by employers of obligations to shift workers, and the attitude of the last towards customs and traditions of indigenous people is complemented.

According to the author, long time dealing with this problem, working conditions in their modern judgment are in many respects designed to promote efficiency of a shift method of work.

This article is devoted to the problem of the Russian fuel and energy complex (FEC) that is the most urgent one nowadays: the assessment and training of oil companies’ personnel, because a company's operational efficiency in the fuel and energy sectors – upstream, midstream and downstream – depends on the employees’ professional skills. The authors analyze the situation associated with the assessment and development of the fuel and energy complex specialists in the context of the personnel competent development, identify the concepts, objectives, problems of the competent approach to personnel assessment. A model of competencies to be applied for evaluating specialists of different levels in vertically integrated oil companies is proposed.

Considers the simulation of the commercial potential of natural gas use as motor fuel in separate sectors of motor transport of Russia. To assess the behavior of the main participants of the gas market developed game-theoretic model. It is shown that when the independent actions of market participants exist in a sustainable equilibrium price of gas fuel and gas-engine cars in which no market participant may not increase their income by changing prices if other participants their prices do not change.

ORGANIZATION OF RATIONING ARRANGEMENTS AT A DRILLING ENTERPRISE
APPLYING INFORMATION TECHNOLOGIES (p. 49)

The article considers some modern approaches to the rationing arrangements of labor processes in conditions of the requirements imposed on the employer by the Labor Code of the Russian Federation. The concept of labor rationing arrangement at an enterprise, a work order as the basis for evaluating the work of an employee or a group of employees, is given. The main well-known systems of microelement rationing arrangement, used in the software packages of work standardization and in the study of work time expenditures as well as software products that allow to arrange technological processes, are considered. As an element of the rationing arrangements at an enterprise, options of automation of drilling works rationing arrangements are proposed with the aim of reducing its labor intensity. An algorithm and a scheme of collecting information on the use of the balance of a drilling crew working hours into a unified information system of an enterprise are proposed. Automation of the rationing arrangements makes it possible to systematize the electronic database of time standards, and, accordingly, to improve the quality and efficiency of the rationing arrangements process.
