The authors of the article consider in detail the problems of natural resources availability, their amount, quality and combination, that determines the natural resource potential, being the main condition of productive forces location in the region. Modern conditions make new demands on the government bodies activities and dictate the need for understanding modernization processes. The regional systems are in a state of transformation, what, in its turn, requires the search for new paradigms that are adequate to modern conditions. A new methodology of studying the regional social-economic processes should give a whole picture of the regularities and significant links in the development of social-economic processes that determine the nature and effect of their implementation.

In the authors opinion, the Chechen Republic, having its own natural resource to be used for energy capacities production stays an energy-deficient region. Most of the electricity supplied to consumers is obtained from other regions.

Regional modernization requires effective interaction of all types of resources, creation of mechanisms for their accumulation, reproduction of the social-economic, investment and innovation potential of the region as the main factors of competitiveness.

TRENDS IN THE DEVELOPMENT OF EXCHANGE TRADING IN THE WORLD OIL MARKET.
PROSPECTS OF RUSSIAN EXPORT GRADE URALS AS A WORLD BENCHMARK (p. 9)

This article is devoted to one of the most important problems facing the Russian economy – the need to form its own Russian reference grade Urals oil, which would allow to determine the objective and transparent price of Russian oil and avoid binding to the quotations of international price agencies. Despite the fact that Russia is one of the largest oil exporters in the world, the price of Russian Urals crude oil through quotations from Western price agencies does not always reflect the real value of the Russian export mixture. The author analyzes the possibility of Russian Urals oil export grade to become a benchmark in the context of trends in the global hydrocarbon exchange trade.

CALCULATION OF THE OPTIMUM LEVEL OF USE OF LOAN CAPITAL

In the article the approach to definition of an optimum level of use of a loan capital of the oil and gas company is offered. In the construction of the model, the most unrealistic assumptions of the existing theories on zero growth rates, on the principle of recapitalization and on the lack of reinvestment of profits were abandoned.

The developed model makes it possible to determine to what extent it is economically expedient to increase the amount of borrowed capital. The properties of a practically oriented model and its consequences are important criteria for its logical closure and substantive consistency with economic theory.

The factors arising at the final stage of hydrocarbon deposits development and their consequences, affecting the ecology of the regions, located above the worked-out oil, gas and gas-condensate deposits are analyzed. The possibility to reduce the harmful aftereffects associated with migration of hydrocarbons to the upper layers and their penetration into the Earth's atmosphere is discussed. One of the options suggests a controlled transfer of hydrocarbons from the worked-out reservoirs through the selected wells or caverns, followed by the capture of hydrocarbons and their use in the national economy.

For Russian oil and gas companies, the issue of the effective management based on "big data" becomes extremely urgent. Today, promptly prepared, and processed information is one of the essential tools of top-management.

The tasks of mass introduction of automated control systems along the whole chain of activities of oil and gas companies at the level of the corporate center, as well as in subsidiaries and dependent companies both in Russia and abroad are becoming topical.

Methods for processing and analyzing of "big data" are the essence of econometrics, on the bases of which tasks can be solved to optimize management decisions at the level of top-management of oil and gas companies.

In conditions of the forth industrial revolution (Industry 4.0) and contemporary rate of business-processes, it is necessary to adapt the network scheduling models, providing the probability of timely response to constantly changing external and internal environment and the possibility to use various modes of work.

The project management analysis is based on an agile concept that means freedom to change the activities schedule in cases where network models are allowed. Because of the necessity to use agile methods and activities in modern project management, an option of adaptation of network scheduling models to the conditions of post-industrial economy is proposed.

CYPRUS ON THE ENERGY MAP OF THE WORLD IN THE 21ST CENTURY (p. 43)

The article lists the prerequisites for the emergence of interest in Cyprus as a gas producing country. The possibilities of Cyprus to become a potential exporter of natural gas are analyzed. The contradictions that have long been inherent in the Eastern Mediterranean as part of the Middle East are shown and special emphasis is placed on the new contradictions that arose due to the discovery of natural gas deposits in the Cyprus section of the Mediterranean shelf. Identified as the traditional challenges faced by Cyprus in the region, and new problems arising from these challenges in the competition for energy resources of the Eastern Mediterranean. The interests and plans of external players in relation to the energy resources of Cyprus are characterized. The motives that determine the behavior of stakeholders in the course of their interests are listed. The associated risks and conflicts of interest are analyzed. A recommendation is given to form a Russian position on energy projects involving Cyprus.

The article is devoted to the specifics of insurance of oil and gas risks, some specific features of the RF oil and gas industry in view of insurance purposes are discussed, the main criteria for choosing an insurer are identified. The article substantiates the role of insurance for the industry development, the problems of integration with the global insurance market are determined, the current state is analyzed, the trends and prospects of development of insurance of oil and gas risks market development are pointed out.
