THE PROBLEMS OF FORMATION AND IMPLEMENTATION

OF DIGITAL TRANSFORMATION STRATEGY IN THE COMPANIES

The article substantiates the need to create a technology platform, competitive and compatible with the international ONES, that should provide effective cooperation with strategic partners abroad. The goal of the transformation, consisting of creation of a constantly developing flexible manufacturing company, capable of taking the leading positions in the field of digital management, is specified. The role of the Index of Maturity of Industry 4.0 in the process of transformation of a manufacturing company into a flexible developing organization is shown. One of the key concepts of the fourth industrial revolution, namely “big data” and examples of big data analytics application in the oil and gas industry are considered. Technological trends in the field of the digital industry transformation, providing competitive advantages for the oil and gas companies as well as approaches (strategies) to the digital transformation implementation (point and step-by-step approach) are presented. The article analyzes the problems of creating a digital economy ecosystem, increasing competitiveness in oil and gas markets, which require the interaction of the digital economy subjects, the formation of the necessary competencies at the level of the corresponding platforms and technologies. The main trends of the digital economy development and the principles of management on which the creation of a digital economy management system at the level of industrial enterprises is based are given.

The article considers two approaches to assessing the technical and economic efficiency of oilfield development. The first approach is based on the provisions contained in the Interim Guidelines for the preparation of technical projects of hydrocarbon deposits development. (Approved by the Order of the RF Natural Resources Ministry of May 18, 2016 No. 12-p). The second approach is based on a comprehensive economic methodology that is applied to assess the development of the industrial of oil and oil and gas fields, developed in the IPNG RAS. The costs that should be accounted for when calculating the technical-economic efficiency of development of the deposits with hard-to-recover hydrocarbon reserves are justified. An example of the technical and economic indicators calculation of the efficiency of Olkhovskoye deposit development using two calculation methods as well as an analysis of the results obtained is given.

In conditions of transition to the Classification of oil and gas reserves and resources approved in 2013, there occurs the necessity to develop a methodology of geological-economic and cost valuation of mineral deposits and subsoil areas. The article considers the main provisions of previously approved methods of economic evaluation of hydrocarbons development projects, analyzes the dynamics of changing the criteria for economic efficiency indicators and the choice of the recommended development option.

This article analyzes the regional and scientific aspects of ensuring stable development of the region as a process of changes in which the natural resources development, the investments direction, the orientation of scientific and technological development, personal development and institutional changes are coordinated with each other and strengthen the present and future potentials to satisfying human needs and aspirations. The authors noted the special role of the regional economy in the effective scientific provision of economic transformations, the creation of a single economic space when rationalizing interregional relations, forming regional markets as well as developing an effective, scientifically-based regional strategy. That is why, according to the authors, development of new methods of public management and regulation of economic, political and social processes in the republic, the formation of priority goals and optimal strategies to provide stable regional development is an urgent scientific and practical problem. In the authors opinion, the stability of the Republic should be understood the ability to withstand external and internal factors while maintaining a stable equilibrium, i.e. the ability of the socioeconomic education to perform its functions.

HEAVY OIL: SOME ASPECTS OF BIBLIOMETRIC ANALYSIS
FOR IDENTIFYING PROMISING SCIENTIFIC RESEARCH (p. 32)

The increase in the cost of research work on the development of technologies for the extraction of heavy oil resources makes it urgent to identify promising scientific topics.

A bibliometric analysis of scientific publications indexed in the Web of Science database for the period 2003–2018 on the topic of innovative research related to the extraction of heavy oil was carried out.

The general picture of the directions of scientific works on this topic is given. The insufficient international cooperation of Russian scientists in the framework of the problems considered in this article was revealed. Leading research centers on the subject are Albert University, University of Calgary (Canada), Chinese Petroleum University. The universities of Iran are actively publishing.

The example of revealing the perspective theme of the scientific researches focused on increase of efficiency of extraction of heavy oil is briefly examined. According to the bibliometric analysis of scientific publications, ionic liquids, which are salt melts with a melting point below 100 °C, can be considered as a promising alternative to surfactants when using chemical methods for extracting heavy oil. These results, obtained from the analysis of publications in the Web of Science, are consistent with the results from the OnePetro publications database.

The article presents the analysis of factors and motives of movement along the career ladder. The order of planning of the career individual development is also considered, accounting of purposes and personnel policy of the company. The relevance of this topic is caused by the need to form new directions of strategic planning in the company development. Currently, the key to a company successful growth and labor efficiency enhancement is the promotion in professional and job hierarchy, implementation and increase of labor potential, improvement of the competitiveness at the labor market of company’s employees. In modern conditions, there are many ways, types of career advancement, that lead to the formation of various cycles, models, plans of an employee career development. Analysis and study of motivational values at each stage of life allows to split the career path to the stages, each of which accounts for the growth and decline of professional development, emotional and professional burnout, the influence of external factors, including social-labor, economic and personal ones.

The method of assessment of time probabilistic distribution when drilling a gas well in case of statistical data insufficiency presented. The method includes the following steps:

– assessment of the time distribution moments required for carrying out some work by bootstrap method application;

– based on the moment identified, approximation of time distributions when carrying out by applying phase methods;

– receiving of the total distribution of a well drilling duration, using moment generating functions of the discrete analog of the identified distributions of some works;

– assessment of indicators by distribution identified.

The method application is demonstrated by a numerical example of assessment of time distribution when drilling a well.
