The article presents the data on gas fields discovered in the Republic of Sakha (Yakutia) since 1956 up to the present day. The total gas reserves of 35 fields accounted by the RF state balance (categories C1 and C2) exceed 3 trillion m3. At the same time, no more than one third of the projected gas resources previously identified have been developed.

In geological terms, the discovered gas deposits are located in the under set current of the Vilyui river within the eastern part of the Vilyui syneclise and mainly in the south-west of the Republic on the territory of the Nepsko-Botuobinsky anteclise. New discoveries are predicted in these territories as well as in the adjacent areas of the Pre-Verkhoyansk and Pre-Patom troughs.

The state of subsurface assets usage after implementation of the program for licensing oil and gas territories in the RF, developed in 2004, has been characterized. The volume of regional works carried out at the expense of federal budget as well as volumes of exploration, conducted by the subsoil assets users in the licensed sites, are presented.

Large reserves have been noted that can accelerate the expansion of the hydrocarbon resource base in the Republic of Sakha (Yakutia). Along with enough well-studied territories of the western Yakutia, certain areas of the Republic north-eastern region are positively evaluated. High prospects for the oil and gas potential of the Laptev Sea and East Siberian Sea shelves are noted as well as the large hydrocarbon potential associated with unconventional types of hydrocarbons (bitumen, gas hydrates, water-dissolved gases, etc.).

PROSPECTS FOR DEVELOPMENT OF OIL DEPOSITS

Over the past few years, oil companies investments in the exploration have been steadily declining. This was facilitated by both the previous period of low world oil prices and the depletion of the explorational resource of the old petroleum provinces in terms of the structural traps. Exploration and development of promising hydrocarbon resources on the shelf and arctic territories requires significant financial and labor expenses for building and development of oil and gas infrastructure, what ultimately reduces the profitability of projects and forces oil and gas companies to scale down the number of explorational objects, giving preference to only the most promising ones. Such situation may lead, already at the end of the current decade, to shortage of explored and suitable for development hydrocarbon reserves and provoke an increase in energy prices.

At the same time, there is an opinion among the geologists, that there exist large, previously undiscovered, hydrocarbon reserves in the deposits confined to non-structural traps within the boundaries of old petroleum provinces. Exploration, testing and development of such resources in the areas with developed oil and gas infrastructure would increase the profitability of oil and gas projects and ensure replenishment of explored hydrocarbon reserves.

The paper provides economic evaluation of the development of oil deposits associated with non-structural traps, which have been revealed during revision of initial geophysical data. It is demonstrated that, in case of oil and gas infrastructure availability, (primarily, abandoned and plugged deep exploration wells), the explorational stage can be reduced to revision of the initial geophysical data and testing of exploration wells. This, in turn, will allow to put the discovered reserves into pilot production ahead of schedule while return and profitability of investments can be achieved within the first five years of the predicted deposits development.

This article presents methodology guidelines and recommendations on economic evaluation of efficiency of construction of regional gas treatment plants for its further delivery into gas distribution centers. The main tendencies of gas industry development, including dynamics of production of various types of gas, as well as possible integration of construction of gas treatment plants in various regions of gas production and gas consumption are analyzed. The article considers the methods of quantitative and qualitative assessment of economic efficiency of construction of gas preparation centers as well as presents methodology recommendations on conducting a comparative analysis of gas treatment plants construction. Along with traditional projects of gasification, the paper considers the use of shale, low-pressure gas (associated petroleum gas – more detailly) as a raw material for gas preparation and customers supply due to strengthening the utilization requirements. The proposed algorithms and criteria of evaluation can be used within the framework of economic analysis of gas preparation and gas supply projects.

The article analyzes the tax burden of oil companies for the period from 2010 to 2017. The role of oil and gas revenues in the structure of the federal budget and the economy in the whole is shown. Methodical approaches of domestic authors to tax burden determination are studied. It is revealed that some of them do not account of oil companies’ taxation specifics. The work has tested the corrected methodology, that indicated a reduction of the tax burden in the oil industry in recent years. As part of the study, a factor analysis of a company’s tax payments was carried out and key factors influencing their structure and dynamics were identified. The authors gave recommendations on optimization of the level of the companies’ tax burden.

The economic growth of various countries in the world is a very complex and incompletely studied problem. For more than fifty years, economists have been trying to identify the key factors of growth and suggest recipes for improving the living standards of developing countries.

At present, economic growth studying is one of the most popular topics in the economic literature. Its results are important for the proper realization of economic policy and the development of the country in the whole.

This article analyzes the influence of scientific-technical progress (STP) factors on GDP growth, examines the main models of economic growth that affect its dynamics and gives a brief overview of the main works in which the empirical verification of these factors was carried out.

The paper discusses the industry of one of the constituent entities of the Russian Federation on the threshold of the region digitization implementation. The industry is analyzed from the standpoint of its historical formation and the current stages of industrial policy implementation considered, studied the regional and scientific aspects of ensuring the stable development of the region as a process of changes, in which the natural resources the exploitation, investment direction, scientific and technological development orientation, personal development and institutional changes are agreed with each other and reinforce the present and future potentials to meet human needs and aspirations. The authors of the paper note the special role of regional economy in the effective scientific support of economic transformations, the creation of a single economic space when rationalizing interregional relations, the formation of regional markets, as well as when developing an effective, scientifically-based regional strategy. That is why, according to the authors opinion, the development of new methods of state management and control over economic, political and social processes in the Republic, the formation of priority goals and optimal strategies for stable regional development is an urgent scientific-practical task. In the authors opinion, the stability of the Republic should be understood as the ability to withstand external and internal factors, while maintaining a stable equilibrium, i.e. the ability of social-economic education to fulfill its functions.

The article is devoted to the research of demand management mechanisms for energy resources operating within the models of wholesale and retail electricity markets in Russia. The paper identifies the types of demand management configurations acting within the framework of the Russian energy market models and describes the extent of each element use. The example of analyzing the parameters of demand for electricity consumption in Sverdlovsk and Novosibirsk regions highlights the presence of a substantial reserve for improving energy efficiency through equalization of load schedules due to demand management tools. The paper classifies the subjects of the electricity market, which influence the demand management environment for electricity consumption. The authors singled out the main driving and deterrent factors for each category of electric power industry subjects to implement the demand management system for electricity consumption in Russia.
