The paper is devoted to the consideration of the cluster approach formation in construction on the territory of one of the constituent entities of the Russian Federation. The authors of the article noted the development priorities of the Republic’s construction industry for the near term, planned in the "Strategy for Social-Economic Development of the Chechen Republic until 2025", namely, provision of the construction complex development based on the effective use of domestic mineral reserves and implementation of advanced technologies, development of the production of innovative energy-efficient construction materials to erect structures of various levels of complexity and purpose, formation of a cluster of construction industry enterprises. The paper also analyzes the notion of a cluster, reveals the definition of a cluster approach. The position of the construction industry at the present time has been studied and the need to use clustering of construction enterprises as a mechanism for effective interaction between enterprises has been substantiated.

The authors noted that the modern building complex is currently rather fragmented, is not controlled from a common center and consists of a number of independent economic entities, each of which has its own individual characteristics.

To ensure the successful development of construction clusters on the territory of the Chechen Republic, the authors of the article proposed an action algorithm for implementing the cluster approach in construction.

The paper considers the methodological approach to the comprehensive technical-economic assessment of the deposits’ reserves in the Nenets autonomous district. This made it possible to make economically sound decisions about the explored deposits of development in this region. It is shown that the amount of oil production when applying the express method depends on costs, prices and taxes. When receiving technological information in the dynamics, the methods of income maximization were used. The implemented economic decisions to assess the deposits of the Nenets autonomous district provide a reliable choice of optimal options while reducing the financial risk of the investor.

COST MANAGEMENT AS ONE OF THE MAIN FACTORS AFFECTING

The paper deals with the problem associated with the increase in oil production costs at an oil and gas producing enterprise. The contribution of foreign and domestic scientists (Jae K. Shim, Joel G. Siegel, G.B. Kuvaldina, E.E. Rumyantseva, Ě.Ŕ. Safokhina and others) is presented, thus, in turn, confirming the relevance of the problem raised: How to save costs in conditions of the market economy? To solve this problem, it is proposed to analyze measures aimed at operating costs optimization and their impact on the oil production cost using the example of "Pre-Kamneft" Oil and Gas Production Structural Department of PJSC "Tatneft". The paper also examines the project "Actualization of the cost method when determining the cost of oil preparation and pumping" with the purpose of further use by all structural units of PJSC "Tatneft" to determine the true self-cost of oil preparation and pumping. The conclusion is given and the results of the calculations on cost management are summarized.

The article is devoted to the management of the implementation of capital-intensive investment projects at the level of vertically integrated oil and gas companies. Currently, the restructuring of production continues in the Russian oil and gas industry. The activity in the search and production of oil and gas is being intensified. Increasing attention is focused on accelerating the advancement of new production and information technologies. A corresponding innovative and engineering environment is being formed, supporting production and project activities. The most successful are those enterprises that best conduct work on the assessment, selection and implementation of organizational and technological priorities. The corresponding information and analytical tools should be based on the models adapted to the specific characteristics and strategies of each enterprise, with the involvement of new schemes and criteria for preparing and implementing solutions. The purpose of the study – the formulation and solution of a scientific problem related to improving the efficiency and effectiveness of the process of preparing solutions for the creation and acquisition of new technologies, technical means and oil production equipment.

APPLICATION OF INTEGRATED APPROACH

This article presents the practical application of an integral approach to assessing the effectiveness of personnel adaptation, not previously tested in Russian oil and gas companies. Based on the analysis of theoretical sources regarding the topic under consideration, it is proposed to split the performance assessment into several blocks: assessment of the adaptation program existing in the company, assessment of the subjects of adaptation, as well as assessment of the adaptability of employees. An important recommendation is to assess the adaptability of employees on the basis of consideration of both objective and subjective indicators, and it is also proposed to classify the criteria for assessing adaptation by types of adaptation. Approbation of this methodology for assessing the adaptation process will lead to an increase in the level of adaptation of employees, and will also help to identify weaknesses in adaptation for further elimination.

"UPWARD MOVEMENT" AGAINST THE BACKGROUND

The paper deals with the development of a cycle of works aimed at consideration of the specifics of the domestic oil and gas companies’ management, depending on the composition of shareholders, the volume of the resource base, the stage of the deposits’ life cycle and specific features of their development. The task of this work is to analyze the strategy implemented by an oil producing company, which is characterized by the limited hydrocarbon reserves and depletion of deposits. As a company to be analyzed that meets these requirements is PJSC "Tatneft". The history of PJSC "Tatneft" formation is briefly considered, the dynamics of the main technical-economic indicators for the period of 2013–2017 is briefly considered, the influence of the processing sector on the company's income is estimated, the investment, credit and dividend policies as well as the dynamics of the company's;s shares price and capitalization are analyzed. Parallels with the business-models implemented by the world's;s leading financiers are drawn.
