The paper is a continuation of the paper "Price scissors as a model of the investment and pricing strategy of mini-refineries in the uncertainty of the hydrocarbon market in the Russian Federation", published in the first issue of this journal and is devoted to the current issues consideration of the tax maneuver completion in the fuel and energy complex of the Russian Federation and possible consequences for mini-refineries of Russia (mini-refineries), which are an integral part of the Russian oil refining complex in Russia [5]. The authors of the article analyzed the prospects for the implementation of the tax maneuver final stage, proposed by regulators for independent processors and ways to solve the problems that will require salvation to prevent gasoline shortages, to modernize production, to increase refining depth and to produce petroleum products that meet European standards [1].

The paper analyzes the current state and the dynamics of investments in the oil and gas industry in Russia. A comparative analysis of the investment costs of individual oil and gas companies, by which the authors mean capital investments, the acquisition of subsidiaries and financial assets. The organizational structure of investments, the structure of investment costs by the main components are considered in detail. The dynamics and the structure of capital investments of the industry as well as their economic efficiency are analyzed.

ECONOMIC ANALYSIS METHODIC

The development of gasification in the Russian Federation can help to solve a number of problems such as energy infrastructure creation, that provides economic growth of the territories; of ecological situation improvement; population movement to the regions with high potential of economic growth that declines the irregularity of population inside the country. Solution of these problems requires development of an economic analysis method of rural areas gasification. The method that is applied for economic efficiency evaluation of rural municipal entities gasification variants, developed in this paper, is based on definition of positive and negative externals that occur during gasification projects implementation. Calculation schemes of economic prices for four groups of the resources, namely, exported resources, consumed by the project; exported products, produced by project; imported resources, consumed by project; imported products, produced by the project were developed. These schemes are based on using border prices and products transportation expenses from a producer (consumer) to the border.

The problem of the assessment of the necessity of multifunctional sensors development to be used for monitoring the state of complex engineering objects and geotechnical systems is described in the paper. Synchronous measurement of various parameters’ values of controlled objects is an actual direction of modern technology. Specific versions of the multifunctional sensor are proposed in the paper. The basic approaches to the evaluation of economic efficiency of innovative project are given.

The assessment-center is a complex, multi-faceted method of personnel assessment, which includes a number of stages: development of a competency model that meets the requirements of a company and the specifics of the positions of the evaluated employees; development of the instrument for conducting the assessment center (special exercises, interviews, psychological tests, modeling of working processes); stage of assessments consideration and preparation of a detailed conclusion for the Expert commission. The stage of assessments consideration is based on the derivation of the specific weight for each criterion indicated in the competences criterium model, which makes this stage more valid and clear. This method allows to build a rating of candidates for any of the competencies or a group of competencies, separately examining the conclusions, and make an informed decision based on the objectives of the assessment center order.

The paper discusses the specific features of the "personnel rotation" concept by various authors, reveals the purposes, stages and principles of carrying out it. The possibility of use and the ways of personnel rotation optimization is investigated on the example of the Russian holding JSC "Rosgeologiya". The necessary expenditures on the proposed recommendations implementation in JSC "Rosgeologiya" are given as well. The efficiency of recommendations by means of the calculated economic effect is proved.

Japan and the Republic of Korea, the major energy resources importers in the North-East Asia, are highly dependent on liquified natural gas (LNG) import. Considering that these two countries import a great amount of LNG and play a crucial role in the global natural gas market, it is important to figure out what factors affect the amount of their ″blue fuel" import. A demand for LNG in Japan and Republic of Korea is rather stable, but it can change under the influence of such factors as power station accidents or energy policy of the country’s government caused by environmental problems. Moreover, the results of econometric analysis of the study show that non-price factors, such as industrial production and climate conditions in the countries can more significantly influence the amount of LNG imports in Japan and Republic of Korea than price factors. The results of this paper suggest that along with price factors the non-price quantitative and qualitative factors determining LNG import amounts in Japan and Republic of Korea should be taken into consideration.
