THE INFLUENCE OF WESTERN SANCTIONS ON THE DEVELOPMENT

The paper analyzes the anti-Russian sanctions and their impact on the fuel and energy industry development of Russia. A brief history of these sanctions and the influence expectations of foreign politicians and experts are reviewed, the main directions of the sanctions impact on the Russian economy are shown, an analysis of this impact on Russia's economic growth and the development of the country's fuel and energy industry is given. The main directions of the adjustment of the government energy policy as well as their preliminary results are investigated. It was concluded that in the next two to three years Russia has the potential for further increase of oil and gas production due to already prepared fields, but the introduced and possible/expected sanctions require Russian business and the country's leadership to take active steps to support and develop their own technologies and software.

The problems of development and restructuring of business, new business projects are firmly connected with working out effective solutions that increase the ability of an enterprise (companies, firms) to adaptation and significant enhancement of their activities’ efficiency. In this case, the main factors that force the development of new business projects are as follows: complexity, systematic character, consistency, accessibility, concreteness, flexibility and acceptability of construction.

Business projects, supported by measures of organizational, economic and technical nature, significantly enhance the efficiency of products, improve the assortment policy and market grounds for the turn over growth of business structures activities.

Today in Russia there are no rules and standards controlling the formation of a liquidation fund and deposits decommissioning. That’s why the problems of correct accounting of these expenses in the financial statements become relevant. There exists uncertainty in taxation.

The purpose of the paper is to evaluate financing schemes and default-protective mechanisms within the framework of the liquidation fund formation as well as to summarize and highlight the key problems of deposits decommissioning and their impact on the available information on the size of the reserves of the operated deposits as they approach their liquidation periods.

The paper considers the methodology and approaches to building patent landscapes as well as the experience of their practical use in innovation activities of PJSC "Gazprom". A system of criteria and indicators of comparison of the largest Russian and foreign oil and gas companies is developed to construct patent landscapes. It is shown that the successful functioning of a company in a market economy conditions is determined by the level of its innovative development, the ability to create and effectively use new knowledge.

The paper considers the problem of combination of a new regulatory framework, emerging in the country in the field of qualifications and based on professional standards, with the international standards of "WorldSkills International" Association and corporate standards, used in the development and evaluation of personnel, that based on the competence approach. Proposals for overcoming the differences in the conceptual apparatus, relating to the qualification, which is used respectively in the academic and business communities, was presented, the possibilities of employees’ qualifications fixation directly in the professional standards that define their requirements are discussed.

The paper discusses the issues of production processes transformation in the enterprises of the national defense industry in conditions of the digital economy development. The paper proves the necessity of developing the strategy of competitive immunity organizational mechanism in order to ensure a systematic approach to the formation of competitive immunity of oil and gas enterprises. Competitive immunity makes it possible to reduce the vulnerability of an enterprise and ensures the economic security of its presence at the domestic and foreign markets. One of the most important factors of competitive immunity formation is partnership relations formation that can ensure the effective adaptation of enterprises to rapidly changing environmental conditions. Herewith, the efficiency is achieved through the unifying use of the positive effects of complementary resources cooperation. It is necessary to develop a strategy of the organizational mechanism of competitive immunity formation for oil and gas industry enterprises at the regional level of implementation, providing support for such initiatives. The objectives of this strategy development are focused on creating favorable conditions in the region for the development of a cost-effective industrial partnership in the context of new industrialization.

The paper considers the problems of the formation of foreign projects portfolios for gas and gas-condensate fields development. On the example of the African regional gas market, the methodological approach based on geological-economic ranking of perspective objects is proposed. The ranking process is divided into two stages. At the first stage, the main analyzed parameters of the objects were the following ones: geological study of the objects, composition of the fluid, resource base, stage of development and degree of deposits flow-rate. Besides, the availability of possible gas-producing partner companies was assessed for the selected region. At the second stage, the objects allocated at the first stage were ranked according to economic efficiency indicators. The purpose of ranking at this stage is to determine the list of profitable objects with economic efficiency not lower than the specified minimum level. The deposits analysis was based on the absolute size of the Net Discounted Income (NDI) and relative value of internal rate of return (IRR) using UCube Rystad Energy database.
