DETERMINATION OF THE FACTORS THAT BRING CHANGES
IN OIL QUOTATIONS TREND (p. 5)

As is known, the dynamics of world oil prices is formed and determined by a lot of different factors. The purpose of the paper is to identify the main factors that influenced the formation of the trend of world oil prices in 2018 based on the official available information. The dynamics of prices, the values of the main factors in this definite trend in 2018 are also analysed. The paper discusses the factors that had a maximum impact on the formation of a growing price trend throughout the year, and then its dismantling in November of 2018. The necessity of constant monitoring of the world oil market is shown for a more accurate forecast of prices, on which the development strategy of the Russian economy and the adoption of certain foreign policy decisions depend.

The paper is devoted to the indicators assessment and forecast of fixed assets use efficiency of the Chechen Republic industry. The authors noted that provision of economic growth high rates, as a rule, is inextricably associated with the corresponding growth of productive assets. The dynamics of working capital, as a component of the economy productive assets, is determined by two oppositely acting factors: on the one hand, the working capital amount increases together with the growth of GRP and, consequently, the consumed material resources, and on the other hand it is reduced due to the acceleration of their turnover.

Consequently, as noted by the authors, the production volume can be increased under conditions of lower growth rates, unchanged or a decreased volume of the working capital. Thus, in case of faster growth rates of basic production assets (BPA), the working capital turnover does not accelerate, so it can be concluded that the use of material resources is rational and the BPA provision by material resources worsens. The value of the gross regional product (GRP) of the Chechen Republic over the decade has increased, but the share of the economy real sector in the GRP of the Chechen Republic is small.

Most of the gross regional product was associated with the construction of facilities in the Republic and the maintenance of the functioning of the state administration and security forces. The authors concluded that the economic crisis caused by the western sanctions against Russia, which was marked by the collapse of the national currency in December 2014, makes the development of the real sector of the republic’s economy even more topical, overcoming subsidies to the budget. Thus, the development of the real sector of the economy, the formation of the sectoral structure of industry that is optimal in terms of income generation, provision of the uniform economic development of the Chechen Republic territory are the most important tasks of the modern economic policy of the Chechen Republic government.

Part 1 of this paper (see the Journal "Problems of Economics and Management of the Oil and Gas Complex" No. 6, 2019) considered the foreign practice on financing schemes, mechanisms of protection against default and deposits decommissioning.

The present paper discusses the Russian practice of a liquidation fund organization and deposits decommissioning, as well as its impact on the available information about the reserves amount of the operated deposits as they approach the time of their decommissioning.

The paper puts forward the problem about the necessity to fix in the professional standards – the main normative documents in the field of qualifications – the requirements relating to the obligation of continuous development of employees’ professional competencies, including the Institute of additional professional education. The authors offer options for introducing these requirements without changing the established format of professional standards. The leading role of research and design universities – system-forming structures in the knowledge industry – in the formation of qualification requirements for new directions and types of professional activity is defended. The authors propose a List and justify the need to include indicators of universities activities that provide additional professional education in the indicators of the state reporting and Universities national rankings.

THE EFFECT OF CHANGES IN THE TOWN PLANNING CODE
OF THE RUSSIAN FEDERATION ON THE PRICING SYSTEM

The paper presents the history of changes in the Town Planning Code, the most significant for the pricing system, both within the country and within the economy frames of the oil and gas industry companies. The innovations observed during the last few years in the formation of estimate documentation are no less than the reforming of the entire construction pricing system. The formation of a new budget and regulatory framework takes place with the active joint activities of pricing specialists of specialized institutes of oil and gas and other industries under the leadership of the Ministry of Construction and Housing-Communal Services of the Russian Federation.

The planned transition to the resource method of the estimated cost calculate in will determine the most accurate estimated cost of capital construction objects, which in turn will minimize the risks of the budget cost overestimation and, as a result, improve the quality of pricing at all levels and stages of construction and technological processes. In the perspective of the transition to the resource method of estimates preparation, all experts in the field of pricing should now join forces in order to form a new relevant estimate and regulatory framework and to improve the skills.

Gasification is one of the most important trends of development of the Russian Federation constituent entities and up to now the Gasification Programs have shown high rates of implementation. In accordance with the goals set to achieve the optimal level of gasification in the next 10 years, the question of forming a mechanism for the optimal control of gasification development arises.

However, there are still some problems that hinder the further development of gasification of the Russian Federation regions.

The paper is devoted to the study of the existing concept of the gas supply systems development in the regions of the Russian Federation and the proposed economic management mechanism aimed at its improvement. The main problems of gasification development are analyzed and proposed fundamentally new approaches to enhancement of gas supply efficiency and gasification of the Russian Federation regions, which envisage formation of subdivisions in the executive authorities bodies that will assume a key role in the implementation of interregional and regional gasification programs in the housing and public utilities sector and industrial organizations.

The paper is devoted to the importance of risks consideration at the design stage of gas pipelines. The authors analyze the sources and opinions of researchers on the need of taking risks into account at the design stage. Currently, projecting in the gas industry both in Russia and abroad hasn’t advanced in analyzing and assessing the risks as compared with many other industries. The lack of a risk assessment methodology at the projecting stage can bring safety violation and a threat to people’s life as well as delays and cost overruns in the gas industry. The existing methodological guidelines, methods and recommendations on risk accounting do not take into consideration the particularities of the industry under study. The authors propose to use an expert method to account for the risk of accidents at the design stage in the form of DEMATEL-ANP method combination.

The author reviews domestic and foreign sources and performs SWOT-analysis, that serves the basis for determining the basic directions of efficiency enhancement of LNG production and marketing.
