FORMATION OF STRATEGIC APPROACHES

The paper presents the mechanism of formation of strategic approaches to rational development of coal methane resources. A consistent description of the main stages of the industry development strategy is given, namely, strategic analysis; formation of the main goals and objectives; elaboration of development scenarios; development of the strategy implementation scheme; analysis of the main parameters change. The paper also proposes comprehensive measures for the strategy implementation.

Based on the analysis and formation of goals and objectives, a two-stage scheme for the strategy implementation is proposed. The first stage includes the transition from traditional to complex degassing, 100 % use of the extracted methane, as well as the pilot production of coal methane in order to develop the most effective techniques and technologies. The second stage requires carrying out measures to improve complex degassing, introduce deep processing of methane with the use of products of processing with high added value and transition to broad industrial production of coal methane.

The paper reveals the true identity of the innovative design as a tool ensuring the purposeful management of a company's innovation activity. The specifics of the problems related to the management of innovative activities of oil and gas companies and the importance of adjusting the main directions of strategies based on the implementation of scientific-technical progress is reflected. The quality of management of the companies’ innovative development sustainability, that operate in the fuel-energy industry, is presented as one of the most important factors, ensuring the high enterprises’ competitiveness. One of the main contradictions in the companies’ development of Russian oil and gas complex is defined – the contradiction between the maximization based on the latest profit technologies and the importance of preserving the environment and improving the quality and standards of the population living conditions.

Strategic development prospects of ExxonMobil's innovation activity as one of the leaders of the largest oil and gas companies in prior innovation directions, including organizational and managerial innovations, have been studied and analyzed. The close collaboration of oil and gas companies is defined as a factor contributing to perspective innovation cooperation in future.

The development of the oil complex is of exceptional importance for all countries of the world and Russia. The results of numerous studies and constant monitoring indicate the great contribution of the oil complex to the social-economic development of individual regions and countries. The paper "Trends in the Economic Growth of the Production Industry in the BRICS Countries in the 21st Century", published in the Journal "Problems of Statistics", reflects the strategic role of the production industries in the group of five major countries of the world in connection with the 10th anniversary of their unification into the summit.

In this context, the paper analyzes the data on the dynamics of oil production in the world and the Russian Federation at the end of the XXth and beginning of the XXIst century, gives examples of the positive experience of the regions, in particular, the Republic of Bashkortostan.

Quantitative estimates are obtained that characterize the dynamics of oil production in the Russian Federation and the Republic of Bashkortostan at certain stages of development. The assessment and characteristics of the main technical-economic factors affecting oil production are given. The presented results of the analysis of the dynamics and structural transformation of oil production in the spatial aspect are aimed at improving of the strategic management of the oil and gas complex in the country and regions in conditions of great uncertainty of the operating environment.

The paper offered to the readers continues the series of the authors’ papers that deal with the organization of contract work in oil trading and sea transportation of oil and oil products. The authors of the present paper will try to show the logics of oil traders policy in their business sphere and explain the relationship between the forms and methods of trading, on the one hand, and the conditions of goods delivery according to Incoterms®2010, on the other hand. In addition, the fact of the occurrence of huge volumes of foregone profits by Russian exporters of oil and oil products when selling their resources on the terms of FOB Incoterms®2010 will be shown and explained.

Excessive number of purchased licenses, duplication of functionality, losses during the transfer of information between software tools lead to a decrease in the efficiency of use of both financial and human resources. The problem may be solved by combining software products based on a single information space. Creation of software platforms for providing end-to-end field modeling can be a way out of this situation. The paper describes the existing software platforms, as well as possible ways of their development, with account of the domestic environment specific features.

One of the most effective ways to develop the industry of special software support is to create favorable conditions contributing to the interaction of oil and gas companies and enterprises that develop specialized software.

The paper is devoted to the study and possible directions of solving the problems of pilot training projects implementing for the digital economy development of the region. The authors note that at the present stage of social-economic development, the digital economy begins to play a dominant role in public life, having a significant impact on almost all of its components. The "Digital Trend" implies that human activity in the production, exchange, distribution and consumption of public goods is directly related to the creation, processing and use of a large array of information and knowledge, digitally presented. The concepts of "digital economy" and “knowledge economy” are becoming inextricable. Under these conditions, the role of science as an objective connecting link is growing. The paper considers the promising areas of research and developments in the digital economy conditions, identifies the corresponding problems, including those related to the unsatisfactory position of Russia in the international scientific-technological exchange in terms of solving digitalization problems. The "pros" and "cons" of this process are shown with account of the domestic specifics of public administration in the scientific field.

The authors of the article examined the main aspects of the "digital economy" concept, its characteristic features. In addition, the concept of "digital economy" is defined from a normative point of view and scientific interpretation, its basic components are indicated. The legal regulation of the digital economy in the Russian Federation, the objectives and goals set for its development in our state are determined. The state of the digital economy development in the Russian Federation, the state place in terms of the of information-telecommunication technologies development in the world are analyzed. The main promising directions of the digital economy development in the regions of Russia, in this case, in the Chechen Republic , are identified.
