The paper describes the theoretical grounds of vertically integrated companies, its legal forms and types. The key specific organizational features of the business plan development of vertically integrated companies are formulated. Based on the research conducted, it became possible to understand that a two-level system of oil company`s management is the most effective one.

INDUSTRIAL GAS CONSUMPTION STRATEGY AT THE PRESENT STAGE

Currently there are no modern conceptual approaches to the formation of a natural gas consumption strategy by an industrial enterprise. Due to the fact that natural gas plays an important role as a universal energy resource both in the economy and in politics, the modern strategy of natural gas consumption by an industrial enterprise becomes a key factor of increasing competitiveness and guaranteeing stable economic growth of the country's industry. The paper is based on the materials of foreign and domestic studies. The authors’ research was based on a systematic approach, methods of analysis and synthesis of economic indicators of natural gas consumption by an industrial enterprise at the present stage. A conceptual approach to formation of strategy of natural gas consumption formation by an industrial enterprise is proposed, based on the energy scale effect and the model natural gas use life cycle by industries. The concept of the "effect of the energy scale of natural gas use" and "the life cycle of natural gas use" are introduced into scientific circulation. The proposed conceptual approach allows evaluation of the effectiveness of the formation of a natural gas consumption strategy by an industrial enterprise, which makes it possible to consider not only the achieved technical and economic indicators and their deviations from the planned ones, but also techniques used for these deviations elimination.

The paper analyzes the social-economic characteristics and prerequisites of the industry development as a factor of the sustainable development of the of the Chechen Republic economy. It is rightly noted that the level of economic development of anystate is largely characterized by the state and structure of industry, which is an integral part of the country's national economic complex. Therefore, the problems of stable and sustainable development of industry sectors, their optimal location and ratio, occupied in the past and remain now the key factors in the economic theory and practice.

The authors of the paper consider the current state and prospects for the region industry development. Real prerequisites are presented and the main factors restraining the growth of industrial development are analyzed. The authors emphasized the presence of an interconnected and interdependent combination of various types production at a limited territory, where they don’t only coexist, but function efficiently and interconnectedly, which can be conveyed by the phrase "territorial production".

The authors of the paper concluded that the regional industrial complex is a combination of industries and types of production within a limited territory, through which the efficient use of productive forces and the maximum economic effect are achieved at a minimum cost level.

THE ROLE OF DOMESTIC NATURAL GAS CONSUMPTION
IN THE DEVELOPMENT OF THE RUSSIAN ECONOMY (p. 21)

The paper is devoted to the study of the characteristics and role of the gas supply industry in Russia in comparison with the countries of the world. The materials contain comprehensive empirical analysis of the performance indicators of gas supply sectors in the countries of the world with the identification of the share and place of Russia in the global energy balance of natural gas. The natural gas share in the total energy consumption, the characteristics of the demand structure of natural gas consumption in different countries of the world, the effect of natural gas consumption parameters on the electricity generation, natural gas shares in the structure of combustible fuels, used for electricity generation, with the identification of comparative specific features of the demand for natural gas consumption in the Russian economy are analyzed. The study revealed that the Russian economy concentrates the significant potential of the gas supply industry, which is expressed both in the scale of the world's proven natural gas reserves and in the volumes of production, export and domestic consumption of natural gas. A significant share of natural gas consumption by Russian industries, as well as a relatively high share of natural gas in the total energy balance of power plants, makes it possible to conclude that the gas industry is highly significant in the development of the real sector of the economy in Russia.

Currently, production management problems require development of new approaches to the development of management, improvement and development of management solutions that allow more efficient and deep introduce effective solutions with account of the prospects for production enterprises development.

The well-known approaches related to the management development, despite their certain sufficiency and effectiveness, however, in practice, appeared limited in their effect and effectiveness today.

This fact significantly affects their application when solving modern numerous management tasks.

Currently, the main dependencies that can ensure the high quality of the developed managerial decisions include the necessity of a wide "understanding" of the situations related to management tasks and their scientific forecasting.

As practice proves, in all cases the following requirements are imposed on the developed management decisions: scientific validity, specificity, lawfulness, timeliness of decision-making, etc.

Against this background, the virtual logistic approach to the management development fully meets these requirements and creates all the prerequisites for increasing the efficiency and effectiveness of solutions.

The use of logistics is ofparticular noteIn this case, at present, this discipline has far gone beyond the traditional framework, incorporating all the best and useful, which is characteristic of mathematical logics.

The virtual logistics approach, at present, can be considered as one of the important main directions of an enterprise management development. The virtual logistic approach is characterized by such properties as consistency, synergy, optimality, equifinality, i. e., the properties that allow to build a control system and provide a deep, comprehensive analysis of the emerging issuesstate, greater final effectiveness of the results of the work, subject to significantly less risk.

It should also be noted that this approach most fully meets the principles, criteria and laws of the relationship with market factors, significantly reduces management costs.

The paper discusses the problems of raising the managing efficiency of capital-intensive investment projects implementation at the level of vertically integrated oil and gas companies. This study is aimed at a comprehensive assessment of the procurement strategy impact on business and project strategies as a part of large-scale projects management of. Both domestic and international companies are actively working in the Russian Federation, participating in hundreds of various ongoing projects. To attract and maintain the interest of large companies, project procurements should be aimed at achieving strategic goals and improving relationships.

The paper discusses the application of digital technologies and the importance of human capital development in leading companies of the oil and gas industry.

Analysis of digital technologies application in oil and gas companies allows to determine the basic conditions for of digital technologies effective application in oil and gas facilities:

– "digital" qualification level of acompany’s human capital development;

– selection of the "digitalization" best option according to economic and technological criteria;

– environmental safety system;

– a set of environmental measures;

– control of artificial intelligence technology;

– development of standards and special specifications;

– reservation, duplication, insurance of functional systems.

The effective application of digital economy technologies in the oil and gas industry requires a whole set of necessary and sufficient basic conditions. These conditions and, above all, the achievement of a "digital" qualification level of human capital development by an oil and gas company should be fully taken into account when developing and applying digital technologies based on artificial intelligence.

The paper discusses the method applied to evaluate the gas-condensate fields effectiveness in Algeria. A multicriteria approach was used to evaluate the options. The calculations proved, that the geological and technological design decisions and their economic assessment, made in the paper, the options of gas-condensate deposits development are effective. The applied taxation mechanisms have shown their high efficiency, informational content and versatility. The considered methodological approaches can be applied to assess the effectiveness of gas-condensate fields, development in the Russian Federation.
