The paper describes special features of Russian oil refining industry development in the modern conditions of a global economic development significant slowdown of crude oil and petroleum products prices drop. To maintain a sustainable development and competitiveness of the oil refining industry, companies have to continue refineries upgrade, develop digital transformation of the business processes, develop and produce domestic catalysts and integrate oil refining with petrochemistry.

The paper examines the oil and gas industry and its contribution to the development of the Russian economy, taking into account possible geopolitical and environmental risks. The leading role of fuel and energy industries in supplying the people and enterprises with resources, that ensure the existence of some and the livelihoods of others, as well as in replenishing the country's budget, in expanding the opportunities of the labor market, in activating economic activity of certain regions of the country as new hydrocarbon deposits are being discovered, in expanding cooperation with other countries in the scientific and technical spheres. The industry will support our economy for many years despite appearance of various contemporary challenges, including those that can occur from the alternative energy development. Prospects for the development of the oil- and gas-bearing complex (OGC) should be associated with a reasonable consideration of new needs and involvement in the new energy world trend, as well as with increased production and sales of domestic products with high added value.

This problem is relevant in connection with the search for directions of structural modernization of the Russian economy, diversification of export flows in the face of variability of world prices for fuel and energy resources, increase of the demand for self-sufficiency by vital goods and services.

The paper estimates the state of the mineral resource base of hydrocarbon raw materials, including the unallocated subsoil fund. Estimates of the commercial effectiveness of hydrocarbon deposits development based on unclaimed small hydrocarbon deposits are given. The basic economic prerequisites for a small business formation in subsoil use, aimed at the development of rational subsoil use and resource conservation, as well as the socio-economic development of the resource regions in Russia, are substantiated. The considered areas of the development of unclaimed hydrocarbon deposits can be recommended for use in the raw material subjects of the Russian Federation for the projects aimed at the development of small energy and small business in subsoil use in the regions.

The paper presents the results of a study of the level of employees’ competencies development, that work in a gas producing companies and their compliance with the required level. A study of the economic and psychological characteristics of specialists and middle managers of gas fields in a large gas producing company is presented. The personal, business and managerial qualities of managers and technical engineers of gas fields were assessed, the key needs of the shift personnel were studied, and the preferences of gas field workers were analyzed. The motivational factors, the conditions that stimulate staff to work effectively were studied. Based on the results of the employees’ competencies study, measures are proposed that will improve the development system for managers and specialists, tools and methods for assessing personal-business and managerial qualities, and the possibilities for their development.

In market conditions, a company's survival and stable position is guaranteed by its financial stability. This problem requires constant monitoring and timely analysis of a company’s financial state, which will allow timely identification of problems and prevention of undesirable consequences for the company. The solution to this problem related to the strengthening and improvement of a company’s financial stability should lie in the development and practical application of theoretical principles and methods of financial management, the construction of a system of indicators and criteria for an adequate assessment of financial solvency, and finding effective ways to increase the financial stability and stability of the company’s financial state.

The paper considers the problem of laying the foundation for an effective financial stability management system for a large oil and gas company in the Republic of Tatarstan – PJSC "Tatneft". The indicators of the financial stability of the company are analyzed, and a descriptive model for monitoring financial stability is proposed based on the study of the influence of external and internal factors on the financial stability ratio using correlation and regression analysis.

The paper discusses the development of professional training and education system in JSC "Bashneftegeofizika" on the example of its own education and training center ETC "Geofizika". The evolution of terms: "personnel", "labor resources" and "human capital" is studied. The concepts of terms "corporation" and "corporate culture" are considered. Corporate training is recognized as a unified interconnected process built into the common system of geophysical company production processes and closely interacting with key businesses. The corporate training is divided into three main types the required, the targeted and an interdisciplinary ones. The particular examples of training programs and methods are given. The definition of the term "Corporate training" in its relation to a group of companies of JSC "Bashnefegeofizika" is presented.

The paper analyzes the mentoring experience in Russian and international environments. To successfully overcome the period of adaptation and to unload the manager, to whose department new employees are accepted, it is very effective to use the mentoring system. Mentoring is considered one of the oldest and most effective ways of transferring knowledge and skills to young employees of companies during their adaptation in a new team. This determines the relevance of the selected topic.
