The paper goes on with a series of the author’s articles, published in this Journal, devoted to the development of exchange and over-the-counter trading in Russia and, in particular, to the peculiarities of the terminal market development at the St. Petersburg International Mercantile Exchange (SPIMEX), which is one of the largest commodity exchanges in Russia. The paper considers the evolution of the terminal market formation at SPIMEX, the relationship of the terminal market with the spot market as the main condition for the exchange trading development, the main participants and market development trends. The main attention in this paper is focused on the problems of the terminal market development at the SPIMEX exchange floor and the development of new exchange instruments and indices for the main line of oil and oil products. In the context of the development of the SPIMEX terminal market, the urgent need to form Russian reference (marker) grade of oil is shown to determine a transparent and objective price for Russian oil.

The topic of the "resource curse" has been undeservedly pushed into the background in Russian economic science, although at one time it did not receive a clear explanation, the main questions remained open. At the same time, the country's economic development slowed down, the technology sector degraded, and the fuel and energy sector stopped providing the country with the previous energy transfer. In this paper, the author verifies the problem of the "resource curse" on the example of the Russian economic model and also reveals the Russian features of this phenomenon, the main of which is the long-term devaluation of the national currency against the background of the growth of the fuel and energy complex and the service sector.

The author proposes a modernized model of the "resource curse", which substantiates the economic facts theoretically noted in Russia.

The aim of the study is to consider the issues of digital transformation of the oil and gas industry.

The paper is devoted to the consideration of topical issues of digital transformation of the oil and gas industry. It is noted that in modern conditions, the digital transformation of traditional industries opens up new opportunities for the development of domestic enterprises with an increase in the volume of big data processing and storage.

The authors of the paper give a definition to such concepts as "digitalization" and "digital transformation of the oil and gas industry". The authors emphasize that in order to solve the problems facing the oil and gas industry, it is necessary to use digital technologies such as-pre-active analytics system, augmented and virtual reality technologies, 3D printing to create tools, Big Data analysis to assess risks that can automate production processes and reduce the cost of oil and gas along the entire value chain.

The authors conclude that the digital transformation of the oil and gas industry is a strategic direction for the country's development and is a tool for increasing competitiveness in the global market.

The paper offers a discussion about necessity of launching a corporate training center for different oil-field service companies. The advantages of the center organization as a separate training institution within a holding company or under co-possession and co-use conditions are revealed. Clue differences between the labor safety education programs and the professional training lessons as well as career development are considered. Preference attention is paid to professional skill development programs, new-comer adaptation into the enterprise and career development. The typical organization structure of functional tasks of the training center together with its place within an oil-field servicing company and real business cooperation are offered. Some specific things of cooperation between the training center and the business structures during the first period of the training center activity are pointed; the algorithm for building and functioning of education process are presented. The importance of the head leaders’ personal participation in order to motivate the personnel is also noted. Special attention is paid to the principles on which the education process is built. They are as follows: business cooperation, possibility of results measuring and assessment of training results, versatility, system, regularity, transparency, profession skills. In conclusion, importance of the corporate professional training in the oil servicing industry as well as its insufficient studying from the scientific point of view is pointed out.

The paper discusses the instruments for accounting and control of personnel working time, as well as rationing of personnel headcount. The timesheet was studied as a source of information about the working time costs of employees, the losses of working time and the effectiveness of the personnel usage. The timesheet is considered not only as an instrument of accurate accounting of working time and employees’ control, but also as a tool for analyzing the complexity of tasks and profitability of projects, as well as a sources of systematized information for rationing and identifying reserves for further optimization. The methods of rationing are considered, the possibilities of their application in current economic conditions are analyzed, taking into account the limitations caused by the remote nature of work, the outdated regulatory framework, the lack of qualified experts in the field of rationing and other reasons. Benchmarking is studied as one of the modern methods of headcount rationing. The approaches to working time accounting and rationing presented in this paper can be used by the companies of various industries to improve their efficiency and competitiveness in the current economic environment.

The paper analyzes the specifics of using the shift method of labor organization by oil and gas companies in the Far North conditions. Along with its obvious advantages in comparison with traditional forms of labor activity, such as more effective interregional mobile use of labor contingents and specialists of the required qualifications, the ability to attract specialists from labor-surplus regions, and the economic benefit of companies by reducing the cost of all types of resources, there are also disadvantages. At the same time, specialists who study biological and medical problems in the Far North note the negative aspects of the shift-expedition method that affect human health. Based on the conducted surveys among shift workers, the problems of the shift method, satisfaction with working and rest conditions and the state of the moral and psychological state were identified. Based on the results of the study of the conditions of employees shift labor organization, measures to improve this method are proposed, and tools that allow influencing the psycho-economic characteristics of the shift team are developed.

The paper considers the term of engineering, classification of engineering, engineering services, engineering companies. The authors have proposed to use an eight-phase functional diagram of engineering by stages of the project life cycle to classify engineering companies per the structure and content of their activities. In particular, an example of classification of nine engineering companies providing services in the oil and gas industry is given, based on the analysis of the structure and scope of their activities. In the opinion of the authors, this approach to classification of engineering companies makes it possible to classify more clearly engineering companies in conditions of uncertainty and development of the pure notion of "engineering". This approach to classification may be used both for theoretical and practical purposes to study development of engineering services market, for benchmarking, comparative analysis of companies, and determination of the development strategy.

The paper considers the key aspects of the economic plan-of fact analysis of the investment program of an oil and gas production enterprise using digital transformation methods. The main approaches to the application of the graphic-analytical model of the system for monitoring the implementation of the investment program for capital construction and reconstruction are proposed, using the example of LLC "LUKOIL-Western Siberia". Examples of methods applied for calculating changes in labor productivity factors and the absolute construction period are considered. On the example of a linear object, the calculation of the planned construction volumes of the investment program within the framework of the year is considered. An example of the analysis of technical and economic indicators of the implementation of the investment program plan is given.

The practical need for subsequent, current and future analytical developments is determined by the level of an enterprise economies development. The study of internal and external factors is one of the prerequisites for ensuring financial results. In the course of the study, the obtained results of calculating the graphical analytical model make it possible to organize an information database for developing long-term plans and choosing the most optimal management decisions.

The paper deals with the dynamics of Russian crude oil exports volumes, based on which the peculiarities of the functioning of the oil and gas sector of the domestic economy are highlighted. The paper identifies a number of quantitative and qualitative transformations in the structure of commodity exports in recent years. Based on the data obtained during the study, the prospects for the development of foreign trade relations in this field of activity are evaluated and priority trends in oil and gas companies activity are identified. THE STRUCTURE OF RELATIONS IN THE OIL AND GAS ALLIANCES

The purpose of the research is analysis and characteristic of "portfolio of interrelations" of petroleum company "Rosneft". The research is very urgent because Russia implements many international oil-and-gas projects. The object of research is petroleum company "Rosneft". The subject of the research is international "portfolio of interrelations" of JSC "Rosneft". International interrelations of JSC "Rosneft" are extensive and diverse. In particular, JSC "Rosneft" cooperates with Venezuelan state petroleum company PdVS.A. The regularities of formation and development of "portfolio of interrelations" were studied. The international strategy of JSC "Rosneft" is "forestalling" and "adapting". The "portfolio of interrelations" model brings into concord different streams. A branch’s feature of the "upstream" sector in contrast to "downstream" one is using all of forms of alliances. Petroleum alliances make "triangles of countries" and "triangles of interrelations" in global networks of making cost. They form polygonal model of "portfolio of interrelations" and "flatness of interrelations" between countries and alliances. The paper characterizes the structure of “portfolio of interrelations”, determines the criteria of assessment of efficiency and quality of international relations and factors of influences on the quality and potential of interrelations.
