In the context of the Covid-19 pandemic, the uninterrupted supply of gas, heat and electricity to social and strategic facilities, residential buildings in cities and other localities is of particular importance. In this context, the rhythmic, stable operation of the oil and gas sectors becomes extremely important. The article analyzes the factors that have a significant impact on the functioning of this segment of the economy in the last year. The mechanisms of adaptation (organizational, financial, technological, sanitary and epidemiological, and some others) to modern challenges are identified. The role of the state in mitigating the impact of the coronavirus pandemic on the industry is noted. The conclusion is made about the transition of companies in 2021 from adaptation to recovery and growth.

THE SEARCH FOR OVERCOMING LONG STAGNATION

The conclusions of the academic community representatives, heads of large enterprises, leading experts on possible options for overcoming the negative consequences of the crisis in the Russian economy are analysed. It is proved that with all the diversity of approaches and opinions, it is possible to record the agreement of the authors regarding the assessment of the situation as a protracted stagnation and the need to change the economic course. One of the significant miscalculations of the developers of previously implemented economic strategies is rightly called ignoring the recommendations of leading scientists, who for many years have been analysing the ongoing transformation processes, identifying defects in the approved strategies and proposing alternative projects. The conclusion is made that when developing the most optimal and implemented scientifically grounded programs of the country's social-economic development in the context of global challenges and a complicated geopolitical situation, a wide range of leading scientists should be involved. To implement a technological breakthrough, the following are required: structural reconstruction of the economy, investments in the real sector, reconstruction and provision of the efficiency of the public administration system; worthy financing of the scientific sphere, promotion of scientific-technical knowledge, raising the status of a scientist, involving the whole society in modernization processes.

THE FUEL AND ENERGY COMPLEX REQUIRES SYSTEMIC TRANSFORMATIONS

The paper presents the information that the reduction of more than half of Russia's export revenues from the oil and gas complex due to a sharp drop in world hydrocarbon prices was the main reason for the stagnation of investment activities and the growth rate of the Russian economy. Revenues from oil and gas industries should be replaced by revenues from processing industries, their priority development should allow not only to increase the growth rate of the country's economy, but also to become the key of systemic transformations in the fuel and energy complex. The realization of this propos requires to revise the existing taxation practices that oppress their development, making it more differentiated depending on the share of value added cost in the total costs of goods production.

The problems of a long-term operation of underground gas pipelines built in the second half of the last century are identified. On the example of the Gas Transportation System (GTS) of PJSC "Gazprom", a retrospective analysis of the effectiveness of the implemented strategies was carried out and the potential for transition to a new high-tech strategy for ensuring the reliability of gas pipelines long-term operation under the risk of stress corrosion cracking (SCC) was shown; the possibility of increasing the commercial efficiency of gas transportation through the introduction of innovations is substantiated. The example of the technology of repairing pipes with SCC defects in route conditions served the basis for proving the commercial efficiency of innovative technologies implementation in PJSC "Gazprom".

Oilfield service companies provide a set of services to ensure the stable operation of oil and gas companies, to significantly contribute and provide high levels of hydrocarbon production and essentially affect the efficiency of oil and gas production. The paper presents the characteristic of the production service system in the oil and gas complex (NGC), which was carried out on the basis of its representation as a whole, in the context of individual interrelated elements, from the standpoint of providing services and works by oilfield service enterprises (suppliers) and receiving them in the appropriate volume by oil and gas companies (customers).

An important element of digital educational environment creation as an innovative tool for the formation of specialists’ professional competencies is a fundamentally different level of information support. New models are required for organizing access for participants of the educational process to various sources of information. This access should be in compliance with all legal norms. The decision of the informational support problem is possible by creating of an integrator of digital information resources consisting of separate systems, subsystems, modules, united on a single digital platform or on a distributed information register is proposed.

ECONOMIC ANALYSIS AND SIMULATION

The paper presents an economic analysis of the structure and dynamics of fixed assets of the regions of the Volga Federal District, in which the oil and gas complex is a budget-forming one. The object of the study was chosen due to the fact that in the conditions of the world quotations volatility for fuel resources caused by the pandemic crisis and traditional factors, the economic systems of oil and gas regions are the most vulnerable ones. This is confirmed by the simultaneous presence of some of them in the lists of Russian regions with the largest budget deficit in 2020 and the largest regional growth in public debt. The dynamics and structure of the fixed assets value, commissioning and their deterioration are one of the main criteria for assessing the industrial development of the region, and in the regions with a highly developed oil and gas complex, a large number of fixed assets, along with manufacturing industries, continue to extract minerals.

Based on modeling a set of methods of pair regression, simplex optimization and cluster analysis, an assumption was made about the feasibility of developing interregional financial and industrial groups as integral structures of oil and gas complexes in a number of regions in order to implement investment projects and programs for their innovative production development.

The paper examines the history of relations between Russia and the OPEC (Organization of Petroleum Exporting Countries) cartel. Today, the nature of relations between Russia and the Organization plays one of the key roles in ensuring the world energy security. Although the Russian Federation is not a member of the OPEC, it is an observer in the Organization, as well as a party to the OPEC + and OPEC ++ Agreements. Our country not only possesses one of the largest oil reserves in the world, but it is one of the leading suppliers of hydrocarbons to the world market, which predetermines the need for active cooperation between Russia and the OPEC cartel.
