THE FORMATION OF THE CONCEPT OF "ENERGY SECURITY OF RUSSIA" (p. 5)

The paper examines the origin and develpment of both the concept of "energy security of Russia" and measures to ensure it as well as shows how they were formed from the concepts first mentioning in official documents of the Russian state to the draft of the first Energy Security Doctrine of the Russian Federation. The main organizations that have made the maximum contribution to this work are named. The paper also analyzes the content of the draft of the Energy Security Doctrine of Russia, developed in 1997–1998.

Assessment of reserves and resources of hydrocarbon raw materials is one of the key conditions for the successful management and development of the country's fuel and energy complex. With the information about the expected production volumes, it is possible to develop various strategic planning programs. The paper discusses algorithms that make it possible to predict the efficiency of development of reserves and resources of hydrocarbon raw materials under various scenario conditions as well as analyzes the feasibility of their application for solving problems of the state regulation of subsoil assets use on the example of a separate oil and gas region.

FORECAST AND ECONOMIC EVALUATION
OF THE AVAILABILITY OF DESIGN-ESTIMATING AND PERMITTING DOCUMENTATION
FOR THE CONSTRUCTION OF AN OIL AND GAS COMPLEX OBJECTS
WITH THE USE OF A GRAPHANALYTIC MODEL (p. 20)

The paper is devoted to current issues of the implementation of the investment program of capital construction and reconstruction of the oil and gas segment of the economy under the influence of the availability or absence of design-estimating and permitting documentation. The primary role of design-estimating and permitting documentation of high importance at the stage of the full design and construction cycle stage is presented. The attention is drawn to the definition of design-estimating and permitting documentation with its features, its composition, designing stage. The legislative aspects of the designing, the organization of a customer and a contractor relationship, the responsibility of the parties and the regulation of these relations with the law are highlighted. Attention is paid to the description of the project documentation examination, indicating the features of the estimates compilation for the facilities of the oil and gas industry. One of the main problems which can occur when analyzing and assessing the availability of documentation at the objects of capital construction of oil companies is reflected. The focus of this paper is concentrated on a fundamentally new approach to analyzing the impact of the temporary factor of issuing documentation for the implementation of investment projects of oil and gas companies with the help of a graphanalytical model. The example of economic assessment and analysis of documentation by applying a graphanalytical model with an automated calculation of financial forecast data at the end of the year is given in detail. The importance of the availability of documentation with the disclosure of the benefits of correctly compiled documents was considered in detail on positive and negative examples, In conclusion, the prospect for the use of a graphanalytical model in the oil and gas industry is stressed with the possibility of its adaptation to various industries is emphasized.

The paper assesses the effectiveness of production-economic activities of big drilling companies and drilling works in Russia. The important peculiarity of drilling companies in all Russian oil- and gas-bearing provinces is formation and development of drilling organizations servicing. The author of the paper reviews the separate service types used in oil and gas wells construction, based on the system of indicators adopted in the world and domestic practice as well as assesses economic effectiveness of the bit and liquid service used in the drilling companies of Komi Republic.

The paper reviews the key principles of Industry 4.0 conception and tenets of companies functioning in conditions of digitalization. The structure of knowledge management in oil and gas companies and the basic ways of knowledge systems introduction are proposed. The conception of increasing oil and gas company capitalization growth through the effective management of intangible assets is proved. CONCEPTS AND METHODS

Increase of oil and gas industry companies’ competitiveness is achieved by digital technologies application in conditions of transition to a new path of development. The author reveals the main concepts of using technological innovations in the oil and gas industry segment, including: the digital portfolio model in terms of readiness for implementation, types of digital maturity of companies. The results of a survey on the experience of using smart and digital technologies by large oil and gas companies are presented. To assess the effectiveness of digital technologies application in the oil and gas industry, the author proposed a methodology that includes such criteria for determining the effectiveness of digital solutions as net present value (NPV); internal rate of return (IRR), the payback period of investment in a digital solution (PP), the discounted payback period of a digital solution (DPP), simple return on investment (ARR), the indicator of indirect benefits (ENPV). The developed methodology will allow evaluating the effectiveness of using specific digital decision-makings for various business processes of companies in the industry with minimal investments at the initial stage of development.

The paper considers the existing ideas about the digital economy through the prism of the social field, where the social cultural component is taken as a basis. The spread of digital technologies for a long period of time determines the trajectories of the society economic and social development and has more than once caused dramatic changes in people's lives. Today, even those spheres and processes (for example, the socialization of a person) in which, only a few decades ago, digital technologies presence and significance, assumed by only few people, are subjected to digitalization. The transition of all sectors of the national economy to a digital format requires the development of a new approach to the management and organization of the activities of all economic agents of the national economy.

The authors of the paper place special emphasis on the analysis of the digitalization development in the sphere of culture. The authors of the paper prove the fact that further technological development of society is impossible without the development of the social-cultural sphere – values, norms and other attributes that determine the behavior and activities of social groups, communities and individuals.

EVOLUTION OF GLOBAL BENCHMARKS FOR OIL:

This paper analyzes the changes occurring in the structure of global oil pricing in the context of the development of the shale revolution in the United States. The increasing competition between the leading world countries – oil producers demonstrates, by the benchmarks on oil for markets, the fact that oil has become not only the object of trade, but also has turned into a financial instrument for the income redistribution between the world's largest financial players. World benchmarks for oil, to which all the oil traded in the world is tied, became an indicator of changes in the oil market.
