In article the analysis of a condition of the account of oil gas in territory of the Russian Federation is lead. In connection with preparation for an output of the Federal Law "About measures on lowering in volumes of burning of oil gas and increase in volumes of its rational use", offers on introduction of necessary normative documents on metrological maintenance of the account of oil gas are given. Methods and means of the account of oil gas are analyzed. The variant of the concept of the metrological maintenance is offered, allowing everywhere to keep account oil gas with the proved norms of an error, with reference to the Russian Federation.

The article considers water cut measurement method by density of water-oil mixture components. It presents the analysis of advantages and drawbacks of this method. The formula for calculating inaccuracy of water cut measurement is given. The article describes various factors influence on inaccuracy (oil density, free gas content, crude oil temperature). In conclusion usage conditions of this water cut measurement method are given.

The article discusses metrological aspects of oil water cut meters usage in crude oil mass measurement. Water cut meters inaccuracy influence on crude oil mass measurement inaccuracy not taking water into account is considered. Demands to metrological characteristics of water cut meters in accordance with State Standard R 8.615 are set. Recommendations for harmonization State Standard P 8.615 demands with actual condition of metrological support of water cut in crude oil measurement.

The article gives metrological justification of a base method of water cut meters verification the verification method with the usage of reference water-oil mixtures. Base methods of reference water-oil mixtures arrangement are considered. Inaccuracies of different methods of reference water-oil mixtures arrangement are calculated. Main components of reference water-oil mixtures arrangement inaccuracy are detected. Recommendations for improving water cut meters verification with usage of water-oil mixtures are given.
