It is suggested that environment assessment should include the assessment of significance and identification (diagnosis) of environment facilities (EF). The research suggests that the significance assessment should include the assessment of quality, well-being and variety of environment facilities. Regional guidelines of environment quality are suggested to be determined by modification of sanitary and economic guidelines taking into account the diagnosis and the assessment of well-being and variety of environment facilities. Regular environment assessment is considered to be the main function of environmental monitoring.

The article gives recommendations for the content, organization and implementation of engineering and environmental surveys and industrial environmental monitoring in the Russian subsoil sector of the Caspian Sea. The recommendations are based on current legal and normative background and take into account the experience of integrated environmental research and monitoring in the areas of hydrocarbons search, prospecting and extraction. The recommendations were elaborated taking into account the characteristics of structural and functional organization of marine ecosystems and current state of the marine environment of the Caspian Sea.

Permissible anthropogenic load is suggested to be subdivided into two categories: conventionally permissible average load and conventionally permissible nonrecurrent load. The latter is synonymous to assimilation potential, which shows the amount of pollutants an ecosystem can process shifting into abnormal though reversible state. Conventionally permissible average load is synonymous to assimilation capacity which shows the amount of pollutants an ecosystem can process without shifting from its normal state. Assimilation potential of the Northern Caspy as regards oil pollution is determined by the speed of hydrocarbon microbial degradation, which amounts to 2545 t of oil products per 1 km2 a day. Assimilation capacity of the Northern Caspy in relation to oil pollution, calculated with the help of balance method, amounts to 0,010,001 t of oil products per 1 km2 a day, which is in average by 10,000 times lower than assimilation potential. New synoptic method to determine assimilation capacity for the NorthernCaspy has shown overstated results because of hydrological heterogeneity of its water area.

Caspian seal is the only sea mammal in the fauna of the Caspian Sea; it is included in the Red List of International Union for Conservation of Nature as a threatened species. Overuse of the Caspian seal population by hunting, the impact of intruder species, diseases, pollution and other factors have lead to the reduction of the population size. Caspian seal population is threatened by emergency oil spills caused by the development of marine oil and gas deposits (especially in the Northern Caspy, where seals reproduce). As a result, measures aimed at protection of the Caspian seal population should be included in response programmes of oil and gas companies operating in the Northern Caspy.

The research results presented in the article show that some strains of oil oxidizing bacteria, identified earlier in the Caspian Sea and recommended for activities aimed at oil spills liquidation, do not produce a toxic impact on other organisms and do not form toxic products in the process of microbiological oil decomposition. In terms of environmental security, these strains are most suitable for oil spill liquidation.

The research presented in the article determines both favourable and unfavourable conditions for the installation of artificial reefs suggested for the enhancement of marine environment in the areas of exploration, prospecting and developing of oil and gas deposits in the Northern Caspy. Unfavourable conditions include small depth (less than 10 m) and big number of Gobiidae. Favourable conditions include sea depth of 1520 m and small number of Gobiidae.

The research presented in the article shows that the formation of bottom biocoenoses at the abandoned well sites can occur in two ways depending on the state of bottom sediments and dynamics of alluviation. Divergence is characteristic for impact and background biocoenoses in the deep sector of the Northern Caspy central water area, where sand and shell soils prevail. Cenoses in the impact zone in the long run conserve their difference from background cenoses. An important role in the life of these cenoses is played by the gobies. Shallow zone in the western part of the Northern Caspy, where sand and silt soils prevail, is characterized by convergence of impact and background biocoenoses. Both zones are characterized by reef effect, which is expressed by the increased biomass of hydrocoles at impact sites.
